This is a full and open competition combined synopsis/solicitation for
a commercial off the shelf (COTS) Firefighting Proximity Ensemble
(FPE). The U.S. Army Soldier Systems Command, Natick, MA intends to
make a single award to purchase 500 Firefighting Proximity Ensembles
(CLIN 0001) which shall consist of one Proximity Coat, One (1) pair of
Proximity Trousers, One (1) Proximity Helmet, and two (2) pairs of
Proximity Gloves. Offerors shall also provide a total shipping cost
based on shipping locations listed in Attachment 2 for this combined
synopsis/solicitation (CLIN 0002). This synopsis/solicitation is
prepared in accordance with the format in FAR subpart 12.6 and
supplemented with additional information included in this notice. This
announcement and the attachments posted on the world wide web
constitute the only solicitation; A hard copy request for proposal will
not be issued. Offerors are required to submit a hard copy proposal and
a product sample as described herein. All clauses applicable tothis
solicitation may be accessed electronically at the following addresses:

http://www.dtic.mil/dfars. The Firefighting Proximity Ensembles
purchased shall meet the following performance requirements: The
Proximity Coat("coat") and Trousers ("trousers") shall meet all
requirements of the National Fire Protection Association (NFPA)
Standard 1976, Protective Clothing for Proximity Firefighting, 1992 or
most current edition, and NFPA Standard 1999, Bloodborne Pathogen
Resistance, 1997. The coat and trousers shall have a 7.0 oz. Aluminized
PBI/Kevlar (*or equal) outer shell, with a breathable moisture barrier
which provides a combination of breathability (MVT(hot plate) greater
than 125 grams per square meter), bloodborne pathogen resistance
(BPR), and thermal stability for 5 minutes at 500 degrees F. and an
Aralite (*or equal) thermal liner. The coat shall contain the following
features: Tails styling (29" frontal, 35" rear), shingle cuff to
prevent liquid entry, tabbed long Nomex (*or equal) wristlet,
handwarmer pockets, dead air shoulder panels, flex tucks in elbows,
hook and pile zipper closure, full composite hemming and reinforced
cuffs. The trousers shall contain the following features: Reinforced
angled cuffs, replacable, exterior heat channel knee pads, bellows
pockets on each thigh, postman slide take-up straps, full composite
hemming, and suspenders. The coats and trousers shall be supplied in
sizes Small (S), Medium (M), Large (L), Extra Large (XL), and 2X Large
(2X) with the following dimensions: Coats: S (36-38" chest, 32"
waste); M (40-42" chest, 36" waist); L (44-46" chest, 40" waist); XL
(48-50" chest, 44" waist); 2X (52-54" chest, 48" waist). The inseam for
the trousers shall be short: 28", standard: 30", Long: 32". The coats
in each size range will be cut to the larger size. The Proximity Helmet
("helmet") shall meet all requirements of NFPA Standard 1971,
Protective Clothing for Structural Fire Fighting, 1997 edition and
contain the followingfeatures: Kevlar- reinforced lightweight
fiberglass (* or equal); an energy absorbing system of urethane foam
with a Lexan/ABS dome (*or equal); adapted for proximity use with an
aluminized helmet cover, aluminized helmet cover, aluminized ear and
neck protector and gold-coated face shield; and adjustable ratchet
headband. The Proximity Gloves ("gloves") shall be wristlet style
aluminized COTS proximity gloves which provide protection against
Bloodborne Pathogens. The gloves shall be provided in commercial sizes
Small, Medium, Large and Extra Large. NOTE: Offers which propose "or
equal" materials shall provide product literature, manufacturer's
literature, etc. to substantiate material performance characteristics
which are stated in ATTACHMENT 1 to this solicitation. The items shall
be preserved, packaged and shipped FOB Destination in accordance with
best commercial practices to the locations stated in ATTACHMENT 2 to
this solicitation. The approximate numbers to be shipped to each
location are provided to assist in estimating shipping costs. These
numbers are estimates only and may not be accurate. The Government's
desired delivery schedule is 90 calendar days after award; The
Government's required delivery schedule is 120 calendar days after
award. Offerors may propose a different delivery schedule in their
offers. The Government will award a Purchase Order resulting from this
solicitation to the responsible offeror whose offer is most
advantagous to the Government, price and other factors considered. The
following evaluation criteria, in descending order of importance, will
be used to evaluate offers: TECHNICAL: The proposed items' capability
to meet the solicitation requirements as demonstrated by the product
literature, written proposal and product sample submitted. Literature
submitted should include commercial warranty terms offered. The product
sample submitted will be evaluted for: a)flexibility of material, b)
ease of donning and doffing, c)freedom of motion, d)coverage of wrist
area when arm is extended, e)overlap of coat and trousers when
firefighter is bending and stretching. A JSLIST Chemical protective
garment, as described in ATTACHMENT 1 to this solicitation, will be
worn under the product sample suit during evaluation. PRICE: Price will
be evaluated for price realism and fair and reasonableness. PAST
PERFORMANCE: The offeror's recent relevant experience in providing
these or similar items will be evaluated for performance risk.
TECHNICAL is greater in importance than PRICE which is significantly
greater in importance than PAST PERFORMANCE. Offerors should submit the
following: A written proposal not exceeding (3) pages which describes
how their items (including product sample submitted) meet the
requirements stated herein; A written document not exceeding (2) pages
which describes their recent, relevant experience in providing the
items required herein or similar items; and a product sample consisting
of a size Large Firefighting Proximity Ensemble which meets the
requirements stated herein. Offers should be submitted to: U.S. Army

Response time is 4:00 p.m., August 7, 1998. This solicitation
incorporates the FAR provisions and clauses in effect through Federal
Acquisition Circular 97-4 as applicable. The FAR provision at 52.212-1,
Instructions to Offerors- Commercial, applies to this solicitation as
do the following clauses: 52.212-2, Evaluation -- Commercial Items,
52.212-4 Contract Terms and Conditions- Commercial Items, 52.212-5,
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders-Commercial Items which includes the following
additional FAR Clauses: 52.203-6; 52.203-10, 52.219-8, 52.219- 14,
52.222-26, 52.222-35, 52.222-37. The following DFARS clauses at
52.212-7001 apply: 252.225-7001; 252.225-7007, 252.225-7012,
252.225-7014, 252.225-7015, 252.247-7024. Offerors shall include a
completed copy of the provision at FAR 52.212-3 with their offer. NOTE:
ATTACHMENTS 1 and 2 to this solicitation as well as a copy of this

The applicable SIC Code for this acquisition is 5699, the size
standard is 5.0 Million dollars. In order to be eligible for award,
