Commander, Naval Special Warfare Group ONE intends to issue a sole
source purchase order to Television Equipment Associates for 86
Occasional Swimmers Kits. These occasional swimmers kits will be used
by operators to communicate while in water. The reason justifying the
lack of competition is that Television Equipment Associates swimmers
kits are the only swimmers kits that meet the Government's minimum
needs of an ensemble consisting of a waterproof microphone headset,
carrying pouch unit and "push to talk function box" features without
inhibiting the range of motion of an underwater operator. The ensemble
shall be worn on a not to interfere basis with free fall parachute
operations with parachute attached to the operator and/or SCUBA
operations with a 3000 PSI tank attached to the operator. The headset
and microphone must be able to be securely fastened to the head of an
operator wearing a seven millimeter neoprene wetsuit hood and scuba
mask. The headset shall also include a flanged earpiece to reduce
ambient noise levels by 10-20 decibels. The housing unit must consist
of a vertical waterproof zipper which runs the length of the unit to
allow easy insertion and extraction of communications equipment. There
must exist a quick disconnect fitting between the headset and housing
unit to prevent entangle- ment of an operator in an underwater
environment. The pouch will be capable of securing a radio whose
dimensions do not exceed an 18" length by 14" width and where the weght
of the entire ensemble does noat exceed 5 pounds. The combined weight
capacity of the carrying pouch with the radio inserted is to be rated
not less than 15 pounds. The carrying pouch must be capable of
maintaining sustained watertight integrity to three atmospheres (66
feet) with zero condensation interior to the carrying pouch. The
carrying pouch must be capable of maintaining full operational
cabability to an altitude of not less that 32,000 feet. The unit must
be structured to securely hold equipment within the carrying pouch and
securely fasten to the operator's body via a lightweight and secure
mechanism of velcro straps which conform to an operator's body shape.
The carrying pouch must be able to sustain a minimum impact of 20 PSI
without damage to the housed equipment. The enclosed unit must be able
to withstand harsh environmental operating conditions based upon
assigned mission objectives. The entire unit must be capable of
withstanding extreme temperature variations between 0 degrees
Fahrenheit and 120 degrees Fahrenheit and a maximum humidity rate of
100 percent. For a complete description of the specifications, you may

Telephonic requests for the RFQ will not be accepted. All responsible
sources may submit a quotation which shall be considered by the agency.
The Standard Industrial Classification applicable to this contract
action is 3663. The size standard is 750. The occasional swimmers kits
are commercial items. Commercial procedures as outlined in FAR Part 12
and in conjunction with FAR 13 are applicable. The Request for
Quotation will be issued on 07/17/98. The closing date is 08/03/98. The
proposed contract action is for supplies for which the Government
intends to solicit and negotiate with only one source under the
authority of FAR 6.302. Interested parties may identify their interest
and capability to respond to the requirement or submit quotes. This
notice of intent is not a request for competitive quotations. However,
all quotations received by the closing date of the Request for
Quotation set forth above will be considered by the Government. A
determination by the Government not to compete with this proposed
contract based upon response to this notice is solely within the
discretion of the Government. Information received will normally be
considered solely for the purpose of determining whether to conduct a
