325-1200 The Defense Special Weapons Agency (DSWA) is seeking a
contractor to fulfill the requirement for Global Command and Control
System (GCCS) compatible, Unix-based information system software to
provide Command, Control, and Communication (C3) operations, planning,
and exercise support to U.S. Strategic Command (USSTRATCOM).
USSTRATCOM has identified a time critical development schedule to
complete high priority STRATCAT software items in the next release of
Strategic C4 Assessment Tool (STRATCAT) (Version 3.0) and new user
requirements for other DoD command centers (CINCs). This next release
of STRATCAT will conform to the following design objectives: (1) It
will be easy to use (user-friendly); (2) It will be fast (on the order
of seconds) to produce desired C3 related data/answers; (3) It will in
all cases provide visually oriented first order assessments of C3
connectivity to globally distributed forces at any time; (4) It will
contain domain expertise from USSTRATCOM experts or any other relevant
sources or users; (5) It will allow the easiest user access to C4
operational information; (6) It will provide prototype applications to
support other warfighters; (7) Its development of initial/final
operational capability (IOC/FOC) will be accelerated to meet the
USSTRATCOM new deadlines (end of FY98 and FY99). Five optional tasks
are contemplated: (1) Map Enhancements; (2) Base Locations and
Equipment; (3) Communications connectivity charts for designated
regional Commander-In-Chief (CINC) commands; (4) Mobile radar coverage
displays for Tactical Ballistic Missile (TBM) defense; (5) High
Frequency (HF) long-haul communication. Contractor personnel will need
a DoD security level of TOP SECRET. Contemplated basic period of
performance is twenty eight (28) months. Optional tasks may be
accomplished within the basic period of performance. Requests for
