This procurement is being conducted under the simplified acquisition procedures (SAP) The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The SIC Code and Size Standard are 8733 and $5.0 Million respectively. The DPAS Rating for this procurement is DO-C9. Background: The Advanced Subsonic Technology (AST) Noise Reduction Program at NASA's Lewis Research Center is developing technology to reduce engine noise for subsonic aircraft. One aspect of engine noise reduction is jet noise reduction. In order to design jet noise reduction concepts, an efficient design tool must available. The objective of this procurement is to demonstrate a jet plume flow solution that captures the mean flow and turbulence properties for each of two different configurations. The anticipated release date of RFQ 3-102158 is on or about August 5, 1998 with an anticipated quote due date of on or about September 21, 1998. All qualified responsible sources may submit a quote which shall be considered by the Agency. An Ombudsman has been appointed -- See Internet Note "B". Prior to contacting an Ombudsman, quoters are expected to attempt to resolve any questions/concerns throught the Contracting Officer. The solicitation and any documents related to this procurement will be available over the Internet.
