States Coast Guard is presently analyzing the possible upgrade of its
In-Situ Burn capability. This procurement will be for the development
of an upgraded In-Situ Burn (ISB) Operations Plan for near shore and
off shore operations. An initial draft plan shall be for the Galveston,
Texas area and is expected to provide the structure/format and a point
of departure for subsequent development of ISB Operations Plans in
other Captain of the Port (COTP) zones throughout the country. The
contract will have a base period for development of the plan with three
option periods to assist in the planning, coordination, and evaluation
of Field Test Exercises. Award will be made on a Low Cost, Technically
Acceptable Basis. Offerors will be evaluated on proposed personnel and
past performance. Key Personnel will be a Project Manager and a Marine
Spill Response Analyst with strong NIIMS ICS and Texas marine spill
response industry credentials. A firm fixed price contract is
contemplated. The acquisition willbe set aside for Small Business, SIC
Code 8711, $13.5M. All responsible offerors may submit an offer which
the Coast Guard will consider. Interested parties must request the
solicitation in writing, specifying the solicitation number. See Note

Enterprises (DBEs): The Department of Transportation (DOT) Short Term
Lending Program (STLP) offers working capital financing accounts
