issue a task order on a sole source basis to the Johns Hopkins
University/Applied Physics Laboratory (APL) under Contract NAS5-97271,
Aerospace Research Design and Development, for independent analysis,
evaluation, and simulation of the performance of the telecommunications
payloads of the Tracking and Data Relay Satellites (TDRS) H, I, and J,
that are currently under development by the Hughes Space and
Communications Company and scheduled to be launched starting in
mid-1999. The statutory authority permitting other than full and open
competition for this procurement is 10 U.S.C. 2304(c)(1), only one
responsible source. APL has provided independent analysis, evaluations,
and simulations of TDRS telecommunications systems performance since
the 1970s. APL has done analysis and simulations of specialized areas
of TDRS telecommunications and has performed independent assessments
and critiques of TDRS performance in the operational Space Network. APL
has specialized expertise in the area of Signal Processing Workstation
modeling of TDRS communications. Because of APL's long-term intimate
involvement in the TDRS Program and their special knowledge and skills,
APL is considered uniquely qualified and the only source with the
experience and in-place expertise capable of performing the required
independent analyses, evaluations, and simulation within the current
TDRS H,I,J cost and schedule constraints. The TDRS analysis effort is
scheduled to begin early August 1998. Interested firms desiring
consideration have 15 days from the publication in the Commerce
Business Daily (CBD) to submit their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after 15 days without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government not to compete
this proposed action, on a full and open competitive basis, based upon
this notice, is solely within the discretion of the Government. The
Government does not intend to acquire a commercial item using FAR Part
