intends to negotiate with the Georgetown University Medical Center for
an 18-month continuation of Contract No. N01-LM-6-3544 to conduct
Project Phoenix -- Scrutinizing a Telemedicine Testbed for hemodialysis
patients. The contractor has established the technical infrastructure,
determined technical efficacy, designed data collection instruments
and methodologies, developed clinical and operational protocols for the
telemedicine intervention together with the care providers and is now
conducting a clinical economic evaluation of telemedicine based on a
controlled clinical trial and a study of data security and patient
confidentiality. The proposed continuation will improve robustness of
statistical data by expanding the patient population in both
telemedicine and control groups of the study by 50%, thereby refining
the ability to detect significant differences in both Kt/Vurea and
length of hospitalization. Authority 41 U.S.C. 253(c)(1) as set forth
in FAR 6.302-1.Inherent duplication of cost to the Government and
unacceptable delays in completing the project make competition
