U.S. Navy will host an industry forum at Lemoore Naval Air Station,
Lemoore, CA on August 7, 1998. Engineering Field Activity West, Naval
Facilities Engineering command seeks industry recommendations regarding
the provision of Base Operating Support Services for all naval
activities on the air station. In response to the announced study of
approximately 480 positions by the Chief of Naval Operations in January
1998, this action will comply with procedures prescribed in Office of
Management and Budget Circular A-76, the "Commercial Activities"
program. Services involved are anticipated to include airfield ground
support operations including fuel depot, aircraft fuel service, ground
electronics maintenance and fire fighting school; community support
functions of shelter and subsistence, Morale, Welfare and Recreation
(MWR), and family service center activities; facility management
functions of buildings and grounds maintenance, operations and
maintenance of all bachelor quarters and messing facilities, minor and
special project level construction and repair services, water system
and related utilities infrastructure maintenance and operations,
transportation services (maintenance and operation A-Z vehicles)
including bus services, heavy equipment operation, motor pool, and
utility. It is anticipated that there will be one procurement action
required completing the required study. Estimated total value of the
contract is $30 Million per year with a limited indefinite delivery
order quantity provision. The expected term of the contract consists of
a three month phase-in, an initial one year award and four one year
options. The contract type will be a combination Fixed Price/Indefinite
Quantity with significant Award Fee provisions. The majority of work
will fall within the Fixed Price category. It is our intent to solicit
recognized service industry leaders with an established track record.
Past performance will play an important role in the proposed Best
Value source selection. The source selection will also recognize and
reward those companies with a proven quality control program. Companies
already holding ISO-9000 (series) certification will receive maximum
credit. Those in the process of being certified will receive some
credit. Past recognition under ISO-9000 (series) or other third party
quality award systems (Malcomb Baldridge, etc.) will also be
considered. The expected procurement timeline for first proposals is
tentatively scheduled for June 1, 1999. The solicitation package will
incorporate some new concepts. It will introduce and refine the concept
of Outcome Oriented Contracting. Outcome oriented specifications
represent the next logical step beyond performance based specifications
in service contracting. This further level of abstraction will describe
the desired end state in terms of recognizable customer satisfaction
outcomes, leaving considerable latitude for creative or innovative
approaches by the proposer. The proposers themselves based on their
expertise and experience in provision of comparable services, will
define many of the final contractual requirements, in a process that
equates to "design-build" for services. Along with emphasis on
demonstrated quality control, this approach is expected to lead to
better service at lower costs, as well as reduced Quality Assurance
staffing requirements. The contract will also contain cost control and
cost reduction incentives, and may include provisions for Contractor
proposed revenue generaton to offset operating costs, all tied to the
Award Fee structure. NAVFACENGCOM intends to take full advantage of the
Federal Acquisition Reform Act (FARA) provisions designed to achieve
efficient competition. This may include utilizing the Advisory
Multi-Step Process which, if used, shall commence in October 1998. As
part of this process the presolicitation notice shall request potential
offerors to submit information that allows the Government to determine
an offeror's ability to compete on the solicitation. The Government
will then advise offerors if they will be invited to propose on the
solicitation or if they are unlikely to be a viable competitor. The
next step will be an invitation to the qualified parties to submit a
proposal in response to an RFP expected to be issued in the February
1999 timeframe. These detailed proposals will include the proposer's
offered Statement of Work (detailed listing of work items and levels of
service proposed as a Best Value package to meet the Government's
stated outcomes), along with method of operations, staffing, and
proposed costs. Final source selection will be the contractor providing
the best overall value to the government, price and other factors
considered. The Best Value technical proposal will be compared to the
Government techincal proposal to ensure bothe parties are proposing to
meet the same requirements and levels of service. After the technical
proposal comparison is completed, a cost comparison will be made
between the private contractor's proposal and the Government's
proposal. Based on the results of the cost comparison a determination
will be made to award to the Best Value contractor or to retain the
services within the Government. At the Industry Forum to be conducted
on August 7, 1998, NAS Lemoore and Engineering Field Activity West will
provide a briefing regarding the source selection process and the
Outcome Contracting methodology. Feedback regarding Outcome Based
Contracting and the source selection process should be submitted
writing or orally during open discussions held during the forum. The
tentative schedule is as follows: Overview on Outcome Oriented
Specifications 0900-1100; Lunch 1200-1300; Tour 1300-1500; and,
Contractor/Government Open Discussions 1500-1700. Parties planning to
attend the industry forum are requested to coordinate with the
