privatization of and provision of long-term utility service for the
natural gas distribution system for the Bethel Manor Military Housing
Area of Langley Air Force Base, Virginia. Privatization will transfer
to the private sector the responsibility for the ownership, operation,
maintenance, and repair of the government-owned distribution system
and the responsibility for securing competitive and comprehensive
utility service (including delivery, transmission, and distribution of
natural gas) to such systems, in compliance with applicable State and
Federal laws and regulations. Virginia Natural Gas currently delivers
natural gas to a single delivery point in the Bethel Manor housing
complex. The Air Force currently owns and operates the natural gas
distribution system downstream of the point of delivery, while the
utility owns and operates upstream distribution facilities. The
downstream Government-owned system consists of about 74,000 feet of
pipe, 186 distribution valves, and 510 building services for
approximately 930 individual family housing/apartment units and three
community service facilities. Bethel Manor is an area of proprietary
jurisdiction. Interested sources should provide a written statement of
interest on company letterhead to include the following: -- a general
description of capability to own, operate, and maintain the system, --
a description of experience in owning, operating, and maintaining
similar systems, -- and, a clear description of the source's ability
and legal right to own, operate, and maintain the systems and to secure
competitive and comprehensive utility service (including deliver,
transmission, and distribution of natural gas) to such systems, in
compliance with applicable Federal and State laws and regulation.
