Request for Quotation (RFQ) for the continued lease of office space in
support of NASA's Career Transition Assistance Program (CTAP). The
required lease space is 4,080 square feet and is located at 501 School
Street, Washington, DC (approximately 1 block from NASA HQ). Office
space outside of the NASA HQ building is required due to the lack of
available space within the building. Also, it is critical to the
success of the CTAP program to offer participants a remote location in
order to ensure their privacy and anonymity. The basic period of the
resultant lease continuation will be four months with two 2-month
options. This procurement is being conducted under the Simplified
Acquisition Procedures (SAP). NASA/HQ intends to lease the required
office space from Technical and Administrative Services Corporation
(TADCORPS), who are currently providing the space under an existing
contractual vehicle. The lease period under the current vehicle expires
on October 31, 1998. NASA's CTAP requires use of the office space
through at least February 1999, and possibly through June 1999
depending on the time frame required to phase out the CTAP. The
authority for other than full and open competition is 10 U.S.C.
2304(c)(1) -- Only One Responsible Source. As the incumbent provider of
the space, only TADCORPS can provide the required lease continuation
since they hold the existing rights to the prime lease. No other office
space will meet the Government's requirements since the CTAP has been
in operation at the School Street location for over 18 months and to
change locations would result in severe disruption to the continuity
and effectiveness of the program. Also, to lease any other space would
result in substantial duplication of costs (e.g., clean up, set up,
and other misc. relocation costs and fees) to the Government that are
not expected to be recovered through competition, especially since the
duration of the required lease extension is relatively short. The
Government does not intend to acquire a commercial item using FAR Part

firms have fifteen (15) days from the publication of this synopsis to
submit in writing to the identified point of contact, their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. Responses received after the
15 days or without the required information will be considered
nonresponsive to the synopsis and will not be considered. A
determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. Oral communications
are not acceptable in response to this notice. All responsible sources
may submit an offer that shall be considered by the agency. An
