Manager, 214/819-7236 The project consists of 17,649 square foot
building expansion and renovation of the T. W. House Carrier Annex,
Houston, Texas. The work involves construction of a new addition to
adjoin the west wall of an existing facility. Work involves site work;
site clearing, tree removal, stripping, earthwork, soil stabilization;
removal of existing asphalt paving, new concrete paving, etc. New
building construction encompasses concrete tilt-wall construction with
painted exterior finish, new dock facility. The existing facility
Phase 1 Environmental Survey detected presence of asbestos in material
(primarily floor tile and mastic) and lead based paint in limited
amounts. Abatement of these materials are included in the scope of
work. Contractor will be responsible for abatement, monitoring and
disposal. Successful offeror must submit their Subcontracting Plan for
Small and Minority Owned, and Woman-Owned Business. The contractor
shall subcontract with minority business firms in an amount aggregating
not less than 10% of the total value of its subcontracts. Offeror must
include documentation from the offeror's bonding agent indicating the
offeror's bond capability, at the time offer is due. Performance bonds
in the amount of 100% and Payment bonds in the amount of 50% will be
required from the successful offeror within forty-eight (48) hours
after notification of award. Offers will be received in this office,
prior to, but not later than 3:30 p.m. on August 18, 1998. Proposal
documents, plans and specifications will be available on July 21, 1998
at a cost of $150.00 per set (NON-REFUNDABLE) payable by check or

Since this is a request for proposals, offers will not be publicly
opened, the number of offers received, the identity of the offerors,
the amount of any one offer, or relative standing of offeror will not
be disclosed. Plans may be inspected at the issuing office and any
questions and/or information regarding this solicitation may be
