The Navy intends to solicit and negotiate a contract on a sole-source basis to acquire a quantity 136 each optical bypass switches to support the MK 98 Fire Control System backfit SPALTs. The intended sole-source contractor is Litton Systems Inc. Poly-Scientific Division, 1213 North Main Street, Blacksburg, VA 24060. It is anticipated that a firm-fixed-price, supply type contract will result from this procurement action. This procurement will be conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the proprietary information of Litton and the duplicative cost to the Government to utilize another source to satisfy the Government's requirement. Final inspection and acceptance will be at destination. Delivery is required FOB destination within 30 days from the effective date of the contract.
