This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in FAR Subpart 12.6, as supplemented
with additional information included in the notice. This announcement
constitutes the only solicitation. Proposals are being requested and
written solicitaton will not be issued. Solicitaton NIDA-98-JCA-003
herein is a Request for Quotaton (RFQ). The solicitation document,
preovisions and clauses herein are those in effect through FAC 90-46.
The proposed solicitation contained herein is restricted to Small
Business Concerns. Delivery of the procured equipment shall be FOB
DESTINATION, National Institute on Drug Abuse, 5500 Nathan Shock Drive,
Baltimore, MD. The Government anticipates to award a Firm Fixed-Price
contract. The Plexon multi-channel recording system is required for the
successful conduction of ensemble recording studies in the rat and
monkey drug self administration model. The Plexon system is the only
available recording system that functions under the Windows NT
operating system, a necessary condition for accurately recording large
masses of neural data in real time. In addition, this system includes
specialized techniques for spike sorting that will allow large numbers
of neurons to be recorded simultaneously in the primate in an efficient
and practical manner. No other recording system is fast or efficient
enough for the successful completion of our studies. The 32 channel
Multichannel Acquisition Processor (MAP) system configuration are as
follows: i) SBX system box, Qty (1); ii) PBX/32 preamplifier box, 32
channel, Qty (1); iii) PAK preamp accessory kit, Qty (1); iv) SIG
signal board, 16 channel, Qty (2); v) OUT/4 output board, 4 bnc
outputs, Qty (1); vi) DSP digital signal processor board, 32 channels,
Qty (1); vii) DI1 digital input daughterboard, Qty(1); viii) TIM
timing generator board, Qty (1); iv) HLK host link subsystem, Qty (1);
x) MCP MAP control program software, Qty (1); xi) NEX Neuroexplorer
data analysis software, Qty (1); xii) INS on-siteinstallation and
training Qty (1); xiii) SHP crating and shipping charge, Qty (1). The
following factors will be used to evaluate offers in descending order
of importance: 1) price, 2) technical capability of item offered to
meet the government's requirements, 3) past performance. Award will be
based on the lowest price, technically acceptable offer from a vendor
with a satisfactory past performance record. FAR 52.212-1 Instuction
to Offerors-Commercial Items, and FAR 52.212-4 Contract Term and
Condition-Commercial Items, applies to this acquisition. The offeror
shall submit a completed copy ofo FAR 52.212-3 Offeror Representation
and Certifications-Commercial Items, with its offer. Direct questions

Proposals shall be received by the NIDA, 5500 Nathan Shock Drive, BLDG
C, Baltimore, MD. #21224 no later than close of business of the
fifteenth day from the date this announcement first appears in the CBD.
Offerors are reminded that this announcement constitutes the only
solicitation and NO WRITTEN RFQ WILL BE ISSUED. Offeror shall submit a
