Services, Inc. (DYN) is seeking experienced businesses with an interest
in establishing a presence within the Tri-Cities area (near Richland,
Washington) to provide calibration laboratory services. The Department
Of Energy (DOE) currently provides these services to the Hanford Site.
However, due to the decreased volume of services, it is no longer
economically feasible to maintain a Government-owned, full service
standards laboratory. The Laboratory's current capability includes 23
disciplines, maintenance of standards and approximately 4,500
calibrations per year including the Lab's standards. At the present
time, a full service calibration and standards laboratory does not
exist within the Richland, Washington area. Industry growth within a
fifty (50) mile radius of the Hanford Site boundary may be sufficient
to supplement the volume of services needed to support a full service
calibration laboratory. Other potential business sources include: Other
Hanford Site activities Power Generation and Utility industries Nuclear
Fuel and Metal Forming/Fabrication industries Other Government agencies
Food processing industries Wine industry Health Care industry The City
of Richland, Port of Benton, Columbia Basin Ventures, Columbia Basin
College, TRIDEC and Washington State University offer excellent
business development assistance and resources. Suppliers will be
required to develop their own individual business development sources
and plans. DYN involvement will be limited to an introduction of
suppliers to the potential business development sources and
administration of the planned subcontract for the required services.
The solicitation is planned to request the calibration and standards
industry to propose a method of reaching the following DYN goals: 1.
Entice the establishment of a full service calibration laboratory to
meet the wide range of calibration needs of the Hanford Site. Current
disciplines include (but are not limited to): Mass, Dimension,
Pressure, Vacuum, High Flow, Low Flow, Force, Temperature, Electrical
and Electronics. 2. Such laboratory will meet the requirements of
American National Standards Institute Z540. 3. Such laboratory will be
required to extend employment offers to incumbent employees. In
addition, the successful supplier will be required to recognize the
Hanford Atomic Metals Trade Council (HAMTC) as the collective
bargaining agent for the current represented work force for their scope
of work. On or about August 31, 1998, DYN is planning to release a
Request For Proposal (RFP) to provide the services of a calibration
laboratory to meet the needs of the Hanford Site. On or about August
18, 1998, DYN will hold a pre-proposal conference. For further
