The Postal Service is seeking sources and qualification statements from
firms who are interested in being considered for development of a
process management system to monitor and control, in near real-time,
mail processing operations in a Postal facility. The process management
system will monitor and display the progress of operations in mail
processing cells measuring their progress against a plan. Variations to
the plan will be continuously evaluated and projected to determine
their effect on the desired outcome. If variations are projected to
have undesirable consequences the management system will select and
present the appropriate corrective plan to an operator who will
initiate the appropriate plan changes. The system is also required to
provide additional on-line and off-line functions. These will include
the preparation of the detailed processing plans, providing visibility
into performance parameters and statistics, providing data on consumed
resources to support activity based costing, and maintaining contact
with a large variety of interrelated functions and data sources. We are
seeking qualification statements from only those firms who can
adequately demonstrate the following capabilities: (1) successful past
performance in the design and installation of complex process
management systems, including a list of contracts within the past three
years directly related to this effort. This listing must include a
description of each effort, the dollar value, duration, the development
tool(s) used, and a point of contact with the current user of the
system; (2) the ability to develop and install complex real-time or
near real-time control system software, including resumes of at least
three of the key personnel in your employment who may be made available
for this effort; (3) experience in the development and installation of
complex process management systems and related areas such as
Manufacturing Messaging Specifications and software development
standards, documented by published case histories, brochures, videos.
Only those firms who are determined to be qualified will be considered
for any resulting contracts. Interested firms should prepare a summary
of their qualifications, including the most recent financial
statements, not to exceed twenty (20) single-sided pages, which must
demonstrate that they possess the capabilities described above. No
proprietary information is to be submitted. The qualification statement
must be submitted in an original and three (3) copies and in electronic
form (MS Word 95 preferred) on a disk, if available, to the address
above no later than August 14, 1998. A solicitation is scheduled to be
issued in the fall of 1998 to those firms determined to be
