required will include: site investigations, recommendations, studies,
reports, analysis, record document research, presentation to
coordinating agencies, product research, design charrette, Preparation
of complete design and construction documents for: (1) Project
Definition (10%) Design, (2) Revised Project Definition (15%) Design,
(3) 65% Design (Option), (4) Final Design (Option), & (5) Ready to
Advertise (RTA) Design (Option), and construction phase services
(Option). A Firm Fixed Price Contract will be negotiated for these
services. Estimated completion date is October 1999 with anticipated
start date of November 1998. The Omaha District may establish a design
partnership for this project. Prior to negotiation, the A-E may attend
a one-day partnering meeting at the Omaha District offices to define
Omaha District expectations of the A-E, create a positive working
atmosphere, encourage open communication and identify common goals.
Greater emphasis will also be placed on the A-E's quality control
procedures for this project. The District's reviews will not be
intended to replace the A-E's quality review. The A-E selected for this
project must submit for approval a project-specific design quality
control plan as a condition of contract award. This plan is not
required with this submittal. If a large business is selected for this
project, it must comply with FAR 52.219-9 regarding the requirement
for a subcontracting plan on that part of the work that it intends to
contract. This plan is not required with this submittal. The
subcontracting goals for this contract are that a minimum of 61.2% of
the contractor's intended subcontract amount be placed with small
businesses (SB), 9.1% be placed with small disadvantaged businesses
(SDB) and 4.5% be placed with women-owned small businesses (WOSB). The
on-site data gathering and charrette process will be used on this
project. PROJECT INFORMATION: Project consists of renovation work
within Fairchild Hall, USAF Academy, CO. The project includes but is
not limited to full renovation of the sixth floor faculty offices to
meet life safety, handicap accessibility, building code, OSHA, EPA,
DOD, Air Force, and higher education facilities standards. The project
also includes replacement of two electrical substations (those in the
1968 addition), fire protection of the main vertical shafts,
replacement of the medium temperature water pumps in the first floor
mechanical rooms, extensive asbestos and lead based paint testing and
abatement, reconfiguration of interior space (demolition /
construction), interim facilities, structural interior design
(finishes), comprehensive interior design (furniture package), fire
protection / detection, HVAC distribution realignment and controls,
electrical lighting and distribution realignment, communications,
equipment, casework, and all other necessary support. Construction cost
estimates will be prepared using the Corps of Engineers Micro-Computer
Aided Cost Estimating System (M-CACES) Gold version. (M-CACES software
will be provided.) Drawings will be prepared in a format fully
compatible with AutoCAD version 13 or later. Delivery of electronic
CADD and CALS files, as well as vellums and prints, will be required.
The estimated construction cost is between $15,000,000 and $20,000,000
SELECTION CRITERIA: Criteria for selection, in order of importance,
are: (a) Recent specialized experience and technical competence of the
firm (including consultants) in: (1) Experience of the firm in
facilities and large scale($10 million +) academic complexes
(Specifically Faculty Offices). Firms shall have completed at least 3
large scale academic facility projects (new construction or renovation)
within the last 10 years. (2) Architectural, Mechanical, Electrical,
Fire Protection, and Environmental (ie. Asbestos & Lead Based Paint
Abatement) Engineering as it relates to Government Approved renovation
work associated with Life Safety and Handicap Accessibility codes. (3)
Past experience and knowledge of the "International Style" of
Architecture due to the unique architectural and historical
considerations of the USAF Academy, Colorado. (4) Knowledge of the
locality of the project and familiarity with the USAF Academy, Colorado
Architecture and Design Criteria. (5) Past Experience of the firm in
performing designs of this nature within an accelerated or aggressive
schedule. The Architect-Engineer firm shall submit an aggressive design
schedule for this project. The A-E's proposed design schedule shall be
based on the following government needs: 1) A 10 day on-site design
charrette and initial site investigation; 2) A 21 day review of the
Project Definition (10%), 65%, and Final Design submittals; 3) A 10 day
Plan-In-Hand review of the Final Design submittal concurrent with the
21 day review period; and 4) A Ready to Advertise (100%) submittal. (6)
Producing award winning designs. (7) Use of and familiarity with the
charrette process. (8) CADD capabilities. All work for this contract
must be produced on or interface with the AutoCAD version 13 (or later)
system as described above. (9) Use of cost estimating system as
described above or a similar system. (10) Demonstrated success in
prescribing the use of recovered materials and achieving waste
reduction, pollution prevention, and energy efficiency in facility
design. (b) Professional qualifications and specialized experience in
providing services similar to those listed above of the proposed team
members (including consultants) in the following disciplines: Project
Management, Architectural, Mechanical Engineering, Electrical
Engineering, Fire Protection Engineering, Environmental Engineering,
Interior Design, and Structural Engineering. The members of the A-E
firm and its consultants that will be assigned to this project shall
hold a professional degree and be licensed to practice Architecture
and/or Engineering for their respective design discipline. The project
manager shall have managed at least 3 large scale ($10 million +)
projects in the last 10 years that have an aggressive schedule. The
consultant team must have previous experience in working together on at
least one large scale project within the last 5 years. (c) Quality
control procedures and team organization, including consultants as
described in the Design Management Plan (see SUBMITTAL REQUIREMENTS).
The selected A-E firm must be able to provide designs that meet
guidance, criteria and quality standards without detailed review by the
District. The firm must also present a logical team organization that
provides an effective method of coordination and communication between
the individual team members as well as consultants. (d) Professional
capacity of the firm to do the work in the required time with a
dedicated design team working exclusively on this project. (e) Past
performance on previous contracts, both Government and private, with
respect to cost control, quality of work, and compliance with
performance schedules. (f) Location in the general geographic area of
the project. (g) Extent of participation of SB, SDB, and, if
appropriate, historically black colleges and universities, and minority
institutions in the proposed contract team, measured as a percentage of
the estimated effort. (h) Volume of DOD contract awards in the last 12
months with the object of effecting an equitable distribution of DOD
A-E contracts among qualified A-E firms. SUBMITTAL REQUIREMENTS:
Solicitation packages are not provided for A-E contracts. This is not
a request for proposal. Firms desiring consideration must submit two
copies of a combined SF 255 and separate SFs 254 for prime and each
consultant. To be considered, submittals must be addressed as follows:

received no later than 4:00 PM CST on 17 August 1998. In block 10 of
the SF 255, provide the following: (a) Design Management Plan (DMP).
The plan should be brief and include an explanation of the firm's
management approach, management of subcontractors (if applicable),
specific quality control procedures used and an organizational chart
showing the inter-relationship of management and various team
components (including subcontractors). (b) A list of architectural
design awards received by the firm in the past five years. (c) The
firm's past performance and familiarity with the charrette process
through use of in-house staff or consultant. In block 7 of SF 255
include team member's experience in participating on interactive
conceptual design teams (charrettes). In block 3 of SF 255 provide the
submitting firm's number (six or seven digits) assigned by the North
Pacific Division, U.S. Army Corps of Engineers, for the
Architect-Engineer Contract Administration Support System (ACASS) and
the firm number for any consultants in block 6 of the SF 255. If
