seeking sources to indicate interest in providing a
Commercial-off-the-shelf (COTS) Integrated Human Resources Information
System. The system must support Federal personnel practices and
regulations and should allow for customization to meet FDIC unique
requirements and for inclusion of enhancements to accommodate new HR
initiatives. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The
purpose of this notice is to develope a list of qualified firms who can
provide an integrated COTS package. Companies are invited to submit a
conceptual approach that accomplishes the FDIC's goals and to provide
complete information discussing the following qualifications and
experiences. (1) Experience in providing and installing a major
/federal integrated HR COTS package which supports 7,000 + employees,
incorporates Federal rules and regulations, and supports customization
and enhancement; Examples of the products currently being used in the
Federal Government are highly desirable. (2) Experience in
providingongoing support and maintenance for an integrated HR COTS
package; and, (3) Specific information on how your proposed integrated
HR COTS package can satisfy FDIC requirements. BACKGROUND: The FDIC
Technical Environment consists of multiple platforms, e.g., centralized
mainframe, centralized and distributed client/server, multi-tiered
architecture, PC/LANs and desktops, with a private wide area network
and 300 + local area networks. The mainframe environment includes a
large scale IBM processor running the OS390 Operating System and using
DB2 4.0 as the DBMS. The LAN environment runs on Windows NT 4.0 and
the standard desktop configuration is Windows 95 and Microsoft Office
Suite. Microsoft SQL Server 6.5 is the database software running on the
LAN. The messaging environment is based upon Exchange 4.0 with
Microsoft Outlook as the workstation client. The FDIC security software
includes ACF2 on the mainframe, NT integrated security on the LAN,
Entrust for Public Key and encryption, and Secure Socket Language for
encryption on the Extranet. REQUIREMENTS: The COTS software must
support all Federal Rules and Regulations regarding personnel
practices, leave laws, and all Federal human resources initiative -- in
addition to FDIC specific rules and regulations. Features supported
should include the automated of the SF 52/50 process, position
management, vacancy announcement tracking, labor/employee grievance
tracking, benefits, training, performance management and a time and
labpr module. It must run in the FDIC's standard Technical Environment;
beyear 2000 compliant; be accessible at employee workstations
(including the mobile workforce which uses laptop computers); exploit
Web technology; support encrypted transmission that may require
hardware token technology; provide a Personnel/payroll interface to the
FDIC servicer (the National Finance Center); and enable sharing of HR
data between all FDIC Reqional Offices and the FDIC's Headquarters
offices. The system needs to integrated support, reference, and
learning toprovide users with on-line information, advice, and learning
experiences, with the goal of enabling users to perform tasks "from day
one" with little or no support from external sources. Firms responding
