This is a notice of intent to issue a letter Request for Proposal on a noncompetitive basis in accordance with 10 U.S.C. 2304(c)(1)-"Only One Responsible Source" to DynCorp Aerospace Operations, 6801 Calmont, Ft. Worth TX 76116 for a four-month extension, October 1, 1998 through January 31, 1999, with two one-month option periods through March 31, 1999, under NASA contract NAS5-31046. This proposed aircraft support is necessary for continued aircraft services at GSFC, Wallops Flight Facility. The current aircraft services contract was originally scheduled to expire on September 30, 1996. This contract has been extended on 3 separate occasions through September 30, 1998. Additional time is required for completion of the development and restructuring of a follow-on performance based contract for aircraft services. This proposed extension will allow completion of the follow-on solicitation and competition for contract award. Competition of this contract extension is not possible due to the short duration of the services period. The award of this extension to other than the incumbent would result in disruption of services that involve programmatic commitments. Services with the incumbent contractor are necessary for the safe, orderly and effective continuation of flight activities. See Numbered Note 26. See Numbered Note 22.
