R -- VICTIM-WITNESS COORDINATOR SOL RFP-7224 POC Ms. Doreen A. Rosemond, Contracting Officer, 202-324-2280 The Federal Bureau of Investigation (FBI), Victim-Witness/Community Outreach Unit, has a requirement for the services of two (2) Victim-Witness Coordinators on a full and open competitive basis. The place of performance is located at two separate FBI Resident Agencies (RA). One (1) coordinator will be located at 2929 3rd Ave., Billings, Montana, and one (1) coordinator will be located at 317 South Main Street, Monticello, Utah. The Coordinators will be responsible for providing assistance to the FBI Victim-Witness Assistance Programs (VWAP) on Indian Reservations as follows: planning and executing initiatives to implement activities of the VWAP within the territory of the FBI field office, and with Native Americans living on Indian reservations within the RA territories in Eastern Montana and Utah, promoting compliance with federal victim-witness laws; establishing and maintaining communication between the RA, FBI field office, and all federal, state and local organizations concerned with ensuring the rights of victim-witnesses under applicable law providing services to crime victims-witnesses, i.e. being present during the interview as appropriate and debriefing phases of services to victim-witnesses, conducting immediate crises intervention; conducting research projects concerning various aspects of the program and preparing reports setting out findings and recommendations for improvements; ensuring goals and objectives are met; attending various meetings and interacting and maintaining liaison with school officials, Assistant U. S. Attorneys, Defense Attorneys, social services, advocacy centers, physicians, medical facilities, the Bureau of Indian Affairs (BIA) and tribal investigators, tribal victim assistance coordinators and child protection teams; screening and referring of child sexual abuse, rape and assault allegations brought to his/her attention through activities on the Indian Reservation to the FBI Agents; locating victim-witnesses in these investigations; maintaining close contact with victim witnesses following the initiation of the investigation; processing crime victim's compensation forms; making medical appointments, as needed, for victims and transporting and/or accompanying as necessary; making appointments with representatives of the U. S. Attorneys Office for pre-trial preparation and trial appearances and transporting and/or accompanying victim-witness as necessary; maintaining contact with child victims through telephonic conversations and/or visits; writing victim impact statements and letters to the sentencing judge; maintaining resource materials for distribution to victim-witnesses; keeping the FBI field office informed of new resources and changes of advocacy facilities, shelters, etc.; and providing training and guidance to Special Agents who work on Indian Reservations. The Coordinators shall also attend national conferences and other state and local training pertinent to victim-witness issues on Indian reservations; maintain a statistical database of all victim-witnesses on reservations who have been provided with FBI assistance and other record keeping systems as needed; and compile and organize information for the completion of quarterly reports to FBI offices. The Victim-Witness Coordinators shall possess a Masters Degree in the field of Victimology or Social Work; or three to four years of specialized experience in the field of Victimology or Social Work. A Top Secret security clearance is required for the positions and will be processed upon contract award. The FBI anticipates awarding a labor-hour contract with fixed hourly rates with a period of performance of three (3) years (base year with two priced-out option years).
