synopsis/solicitation for commercial items prepared in accordance with
the format in the FAR subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation. Quotes are being requested and a written
solicitation will not be issued. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular (FAC) 97-04. This solicitation is being issued
under RFQ #80197. This is a 100% set aside for small business. The
Standard Industrial Classification Code is 8299 and the business size
standard is $5,000,000.00. The FBI is seeking a two week training
course which will enhance the students basic ability to address
specific interpretating issues. There shall be two classes conducted
simultaneously, one in Chinese Mandarin and the other in Spanish for 10
students during the weeks of 8/10 thru 8/21/98 . If the FBI demand is
greater than anticipated, then the FBI may require another section of
Spanish with 10 students. Instructor shall -- provide Language
Specialists (LSs) with techniques and tools to interpret in the
following situations: a). interpreting for Special Agents when
interviewing subjects, victims, and witnesses b). interpreting
complaint calls received in the office c). interpreting for dignitaries
and other important officials visiting the office d). interpreting at
polygraph interviews e). interpreting Miranda Rights and other statutes
and regulations as needed f). interpreting at international training
conferences g). interpreting at court hearings, arraignments,
investigations, and other judicial matters. Contractor shall: a).
provide the facility, equipment, and materials necessary to conduct
consecutive interpretation training courses b). provide a Resource
Center or a similar facility where students have access to an extensive
collection of current documents printed materials, and audio and video
materials relevant to the study and practice of consecutive
interpretation pertinent to their language, c). provide a course
curriculum and course syllabus d). be within close proximity to
adequate hotels and restaurants for the students to utilize while
training e). provide assessment information regarding the achievement
of each student. The Government shall provide the contractor with
pre-training information for each student regarding their current
linguistic ability, and their pre-training interpretation experience
and level of confidence. The evaluation criteria shall be based on: 1).
course content/ syllabus. 2). cost 3). location 4). preference would be
to award to a contractor who can provide interpretation training for
both languages. However, the FBI will select the best training proposal
for either language. The following clauses and provisions are
incorporated by reference and apply to this acquisition: FAR provision

offeror shall include a completed copy of the FAR provision 52.212-3
Offeror Representation and Certifications -- Commercial item (Jan
