Estimated Cost Range between $250,000 to $500,000. This is a Two-Step Sealed Bid procurement. STEP ONE consists of the request for, submission and evaluation of a TECHNICAL PROPOSAL. Requirements for the Step One submission are provided in the solicitation scheduled to be issued on or about August 6, 1998. Technical Proposals are due on or about September 8, 1998. STEP TWO involves the submission of sealed bids by those firms who submitted acceptable technical proposals in Step One. This solicitation is not set-aside for small business. However, this procurement is being made under the Small Business Competitiveness Demonstration Program. Copies of this solicitation will not be available until approximately August 6, 1998.
