426-7267 ext. 231 The U.S. Department of Commerce, National Oceanic and
Atmospheric Administration (NOAA), Aircraft Operations Center intends
to procure parts to be installed on two DeHavilland Twin Otter DHC
6-300 fixed-wing aircraft. The contractor will provide parts, special
tools, and labor to comply with the Boeing Canada DeHavilland Division,
Service Bulletin 6/505, July 29, 1989, Revision A", 02 Mar 90. The
autopilot system will be coupled to the aircraft GPS system. The
aircraft intercommunication system (ICS) will be replaced with a new
system that meets the following minimal requirements: (1) The pilot
must be able to communicate with the co-pilot; (2) The system must
include the ability to isolate the pilot from the co-pilot and all
other passengers; (3) The pilot must be able to hear everything that
the co-pilot has selected for radio communications unless isolated for
individual radio communications; (4) The pilot and the co-pilot must
both be able to communicate with a six-passenger aft intercom system
whenever desired; (5) The system must be able to isolate the
six-passenger system from the pilot and co-pilot without interrupting
the communications between the six passengers; (6) The pilot and
co-pilot must have the ability to communicate with each other while
only monitoring the aft passengers; (7) The aft six-passenger system
must be able to hear all radio calls throughout the co-pilot radio
connection when the system is in monitoring mode or full communication
mode. If the pilot and co-pilot are isolated, the aft six-passenger
system should only be able to hear the co-pilot communications and the
pilot should be isolated from everyone; (8) When the pilot and
co-pilot are isolated, the co-pilot should have all capabilities with
the aft six-passenger system that originally existed prior to
isolating; (9) The aft six-passenger system must operate on a hands
free operation. No push to talk systems will be accepted due to
scientific requests; (10) The pilot and co-pilot should have individual
volume and squelchcontrols; (11) The aft system should have the ability
to control it's own volume and squelch; and (12) All eight head sets,
should be noise canceling, and have their power supplied by the system.
The first Autopilot and ICS systems will be installed at the AOC
facility in Tampa Florida in the winter of 1998. The second aircraft
will be upgraded within the following year, only if AOC is satisfied
with the first installation. The second aircraft will also be done in
Tampa. This work will be done before the new interior is installed, and
immediately following the corrosion inspection, which will be performed
by AOC personnel and other contractors. The aircraft may be flown to
the contractor's facility (by NOAA personnel) to complete servo
installation and final rigging of the autopilot system. The contractor
will furnish AOC Avionics with the wiring diagrams prior to the
commencement of the required work, which will be done in accordance
with all current, AOC Operating Manual, Original Equipment Manufacturer
(OEM) and FAA publications. The contractor will be responsible for all
documentation (FAA 8110/337), and logbook entries. Acceptable aircraft
downtime (out of service) is three to four weeks. The evaluation of
offers may be based on, but not limited to the lowest total evaluated
amount, past performance of similar jobs and distance of aircraft
flight from MacDill AFB in Tampa Florida. Insurance requirements will
also be considered. This acquisition is 100% set-aside for small
businesses. SIC Code 3728 applies. The purchase will be made under the
guidelines of FAR, Part 13, Simplified Acquisition Procedures. The
Request for Quotation (RFQ) will be issued on or around August 3, 1998.
