synopsis/solicitation for commercial items prepared in accordance with
the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. The
solicitation number is F44650-98-T0227. This solicitation is issued as
a request for quotation (RFQ). The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular (FAC) 97-6 and Defense Acquisition Circular (DAC)
91-13. In accordance with FAR 13.105 this acquisition is reserved
exclusively for small business concerns. The standard industrial
classification code is 3823 Industrial Instruments for Measurement,
Display, and Control of Process Variables and the small business size
standard is 500. This combined synopsis/solicitation is for fifty-four
(54) each Scully Kit, Oshkosh R-11 (OverfillPrevention) Retrofit
Systems, Scully Part Number 07311. Each Scully Kit, Oshkosh R-11
(Overfill Prevention) Retrofit System includes the following
components: the IntelliCheck SHO control monitor, optic probes, optic,
thermistor, 4 Pole style sockets set (Pre wired), and
electrically-operated air valve (3 way 3 port, solenoid operated)
control for automatic internal valve shut off during defueling. The
Scully Kit, Oshkosh R-11 (Overfill Prevention) Retrofit System will be
installed on the Oshkosh R-11 aircraft refueling vehicles and will
function as a High Level Shutoff (Overfill Prevention) System
consisting of an all-electronic, continuously self-checking system that
shuts off the bottom loading fuel flow at: (1) the fill stand when
connected to the fill stand electronic overfill prevention control unit
by means of the fill stand's plug and cable assembly and (2) the bottom
load valve when not connected to a fill stand electronic overfill
prevention control unit. The system operates from vehicle battery power
and provides automatic (electronic) overfill protection with system
status and diagnostic indication adjacent to the bottom loading panel.
With the existing float system left intact, the system functions as
the primary turn-on (system has to be in perfect working condition, and
be in a permissive state in order to start fuel flow) and as the
primary shutoff control. The float system would then act as a secondary
shutoff in the event the other systems are physically impaired or
purposely bypassed. The Scully Kit, Oshkosh R-11 (Overfill Prevention)
Retrofit System, Part Number 07311 is compatible with: (1) Scully
Single Compartment Overfill Prevention Control Monitors on Military
Fuel Stands and (2) Scully Groundhog Vehicle Static Grounding Systems.
Delivery must be made on or about 16 September 98 as follows: 13
systems to Mountain Home AFB ID 83648, 4 systems to Beale AFB CA 17550,
6 systems to Cannon AFB NM 88103-5320, 10 systems to Minot AFB ND
58705, and 21 systems to Shaw AFB SC 29152. The Air Force intends to
conduct this procurement in accordance with FAR Part 13. The following

following Defense FAR Supplement (DFARS) clauses and provisions apply
to this procurement: 252.212-7001, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders Applicable to
Defense Acquisitions of Commercial Items, with paragraph (b), clause
252.225-7001 checked; 252.204-7004, Required Central Contractor
Registration; 252.225-7000, Buy American Act Balance of Payments
Program Certificate; and 252.232-7009, Payment by Electronic Funds

for the specific brand and part number named in this notice shall be
evaluated on the basis of price offered. Award for the brand named item
will be made to the lowest priced offer. Quotes submitted for brand
name equals shall be evaluated based on compliance with the operational
and compatibility requirements set forth in this notice and price
offered. Brand name equals must be existing items currently available
on the commercial market place and approved by WR-ALC/LES (Vehicle
Management Directorate, Robins AFB GA) for installation on Air Force
R-11 Aircraft Refueling Vehicles. Offerors shall include the following
when proposing an equal to aid in technical evaluation: technical
description of the items being offered (i.e. product literature); the
terms of any express warranty, price, and any discounts; past
performance and compatibility information and all other applicable
information. The deadline for proposal submission is 4:30pm Eastern
Standard Time 03 August 98. Anticipated award date is 07 August 98. All
responsible sources may submit offers for consideration. Award will be
made to the lowest priced, responsible, responsive offeror who
demonstrates compliance with the requirements of this solicitation and
all referenced clauses. Offerors shall include both unit price and
