Industrial Supply Center San Diego (FISCSD) intends to negotiate a
fixed price supply contract for internally fused Transient Voltage
Surge Suppressors (TVSS) with parallel threshold suppression network of
low impedance surge path circuit design. TVSS units shall provide the
following minimum performance parameters: (1) Remote Alarm -- Form C,
N/O or N/C contacts, internally mounted terminal strips, weatherproof
fitting provided. Contact rating: power -- 60W, 100VA max, voltage --
150VDC or 220 VAC max. Current -- 4 amps max; (2) Input Power Frequency
-- 50-420Hz; (3) Response Time -- less than or equal to 1 nonosecond;
(4) Protection Modes -- Enhanced All: Dedicated L-L (normal mode)
dedicated L-G (common mode); (5) Circuit Diagnostics -- LED indicators
(green), 1 per phase, normally on; (6) Circuit Interrupt -- Internal,
replaceable class J fuses, 3 each; (7) Enclosure -- NEMA 4 --
weatherproof (hinged lid) seam welded brackets and mounting feet; (8)
Connection Method -- Internal wire clamping box terminals: phases,
neutral and ground #6-1/0 wire; (9) Mounting Method -- multi-point feet
and conduit fitting (conduit fitting placed at time of installation to
assure minimum parallel lead length; (10) Shipping Weight -- 14 kg (30
pounds) max; (11) Dimensions -- Approximately 11.5H x 9W x 7D. 480V
TVSS units shall have continuous operating voltage (rms) of 550 L-L/550
L-G; surge current rating (amps/phase) of 200kA; energy dissipation
(joules/phase) of 4,800; and ANSI/IEEE C62.41-1991 Let-Through Voltage
Test (Cat B3/C1 Impulse 6,000V, 3000A static) of 1,750 L-L/1,750 L-G.
120V TVSS units shall have continuous operating voltage (rms) of 150
L-L/150 L-G; surge current rating (amps/phase) of 200kA; energy
dissipation (joules/phase) of 1,800; and ANSI/IEEE C62.41-1991
Let-Through Voltage Test (Cat B3/C1 Impulse 6,000V, 3000A 90 degree
phase angle) of 675 L-L/675 L-G. TVSS units shall be manufactured under
UL 1449/CUL standards for shipboard and shore based power distribution
applications. FISCSD anticipates approximately 39 each 480 volt units
and 168 each 120 volt units. Manufacturers that have not passed
MIL-SPEC-1399 testing will be required to propose an additional 1 each
480 volt unit and 1 each 120 volt unit for destructive first article
testing. Manufacturer must be certified to ISO 9001 standards. The
UNRESTRICTED commercial solicitation (FAR Part 12) will be issued on or
