HEART RATE RECEIVER/INTERFACE UNITS SOL F41624-98-Q-1001 DUE 080598

Force, Human Systems Center, Brooks AFB, TX, intends to award a sole
source purchase order to Microfit, Inc. for commercial heart rate
receiver/interface units to be used on stationary exercise bikes in the
Air Force Fitness Program. A quantity of 380 units is required. The
heart rate receiver/interface units must have a hardware casing
suitable for mounting on stationary exercise bike center columns. A
unit contains a microchip radio antenna and signal converter. The
device must 1) provide a receiver function for telemetered heart rate
data transmitted from a standard commercial heart rate monitor (POLAR
"chest strap"); and, 2) condition data received into a bit stream and
port it to a personal computer via a serial data port. In addition to
the automatic heart rate input, the required hardware must provide RPM
data input to a Windows based software program residing in PCs used in
the USAF Fitness Assessment. The bit stream for this transfer must be
compatible with the Air Force Fitness Assessment software. Pursuant to
FAR 13.105, this acquisition is reserved for small business concerns
and is set-aside in accordance with FAR 19.5. All responsible small
business sources may submit a quotation, which if received within
fifteen (15) days after publication of this synopsis, will be
considered by the Government. Interested vendors who can furnish the
required hardware may submit a statement demonstrating that the
capability of the product offered meets the requirements synopsized
above. Substantiating technical or other descriptive literature must be
provided. At a minimum such data shall consist of operating
instructions for the software of the embedded chip such that the Air
Force can determine the timing, pulse width, sequence and other
technical characteristics of the signal sent to the computer via serial
data entry. Data submitted will be used for a determination of
compatibility of the commercial product to the Air Force Fitness
program software and will not be released outside the Government.
However, this is notice of intent -- not a request for competitive
proposals, the Government intends to solicit and negotiate with only
one source, MicroFit, Inc., a small business. The determination to
solicit from only one source is pursuant to FAR 13.106-2(a)(5), Only
One Responsible Source Is Reasonably Available for the Items Described
Herein. Quotations received will normally be considered solely for the
purpose of determining whether to conduct a competitive procurement.
Responses referencing RFQ number F41624-98-Q-1001 must be priced FOB
destination and include warranty terms, support and maintenance
limitations and/or restrictions, and delivery date. Responses may be
