information. This announcement is published as a Total Small Business
Set-Aside action per FAR 52.219-1 and 52.219-6 (this means you must be
a small business to quote); all eligible, responsible sources may
submit an offer. This is a combined synopsis/solicitation for
commercial items prepared in accordance with FAR 13 and the format in
FAR Subpart 12.6, as supplemented with additional information included
in this notice. This announcement constitutes the only solicitation;
quotes are being requested and a written solicitation will not be
issued. The request for Quotation (RFQ) number is N00244-98-Q-0353
(iii) The RFQ and incorporated provisions and clauses are those in
effect through Federal Acquisition Circular 97-07 and Defense
Acquisition Circular 91-13. This RFQ constitutes a 100% small business
set-aside and the associated standard industrial classification code
(SIC) is 3089 and the business size standard is 500 employees. The
requirement is for a firm fixed price contract for the following items:
0001 Plastic Piling: Solid recycled HDPE and LDPE with UV inhibitor,
color is black. Reinforced with eight full length runs of N08
reinforcing steel welded to the outside of a NO. 3 full length spiral
bar with a 6 inch pitch. Reinforcing steel will comply with ASTM A706.
Size 13 inch O.D. X 45 feet long. 0002 Plastic Piling: Same as item
0001 except Size is 13 inch diameter X 55 feet long. Specification:
Plastic shall be a mixture of one or more of the following recycled,
post consumer or post industrial thermoplastics: High density
polyethylene with a minimum of 2.5 percent, by volume, carbon black.
Minimum physical propertiesof the plastic shall be as follows: 1.
Density (ASTM D792) 34-55 lbs/cubic post; 2. Modulus of elasticity
45,000 PSI minimum; 3. Compressive strength (ASTM D638) 500 PSI
minimum; 4. Ultimate tensile strength (ASTM D638) 500 PSI minimum; 5.
Water absorption (ASTM D570) Less than 3% weight increase in 24 hours;
6. Ultraviolet (ASTM D4329 BLAMP) No more than 10% change in shore D
durometer hardness after 500 hours exposure. Steel reinforcement of the
plastic piles shall comply with ASTM A706 having an ultimate tensile
strength of 80,000 PSI minimum. Configuration of the steel reinforcing
elements in the plastic pile shall be eight #8 longitudinal bars
evenly spaced and welded at each contact point to the exterior of A #3
bar spiral having a 6 inch pitch. This structural core when simply
supported over a 44 foot span shall not deflect in excess of 2 inches.
Minimum coverage of the steel elements by plastic shall be a minimum
of 1 inch from the side of exterior surface and 3 inch on the ends. The
plastic and steel reinforcing elements shall act compositely to provide
the following minimum design characteristics: 1. Modulus of elasticity,
E 552,000 PSI; 2. Moment of inertia, I 1402 IN4; 3. Stiffness, E1 7.74
X 108 LB-IN2; 4. Maximum yield stress in bending 4,800 PSI; 5. Weight
62 LBS/FT; 6. Specific gravity 1.05; 7. Compressive modulus, EC 2.16
X 105 PSI. The plastic pile shall cure at the plant a minimum of two
weeks prior to shipment. Upon receipt of the plastic piles, the
government will conduct an inspection. Criteria of the inspection will
consist of the following: 1. Straightness -- Each pile shall be
measured for straightness by placing a straight line from the center of
the top to the center of the tip. The line shall lie entirely within
the body of the pile. Piles not meeting this criteria shall be
rejected; 2. Cracks -- Any cracking of the plastic of the piles shall
be cause for rejection; 3. Voids -- Any void larger than 1 cubic inch
shall be cause for rejection. In addition to the manufacturer's
standard commercial one-year warranty, the manufacturer shall warrant
all plastic piles to be free from defects in materials and workmanship
for a period of ten years. The manufacturer shall cover all
construction costs related to the repair or replacement of the
defective elements. This warranty need not cover repairs required as a
result of normal wear and tear, misuse, mishandling, extreme weather
or other acts of god, failure to perform routine maintenance,
nonrecommended or improperly executed alterations by anyone other than
the manufacturer, tampering, loading of the pile beyond its rated
capacity, improper installation, or other use inconsistent with
manufacturer's specifications. Delivery shall be FOB Destination.

Applicable to Defense Acquisitions of Commercial Items applies with the

American Act and Balance of Payment Program. The government intends to
make a single award to the responsible offeror whose offer is the most
advantageous to the government considering price and price-related
factors. Provision 52.212-2, Evaluation-Commercial Items, applies with
paragraph (a) completed as follows: Award will be made to the offeror
that meets the solicitations minimum criteria for technical
acceptability at the lowest price. To be determined technically
acceptable, the offeror must furnish product literature that
demonstrates the products offered meet all requirements stated in the
above purchase descriptions for Line Items 0001 through 0011. Note: The
