Request for Quote (RFQ) for AGS RETRIEVAL: 1. Given a LaRC design,
radiometric model and operation scenario in July 1998, simulate the
signal and compare spectrum accuracy with and without additional noise.
Final report due 8/28/98. (Use currently available code that has been
validated by experiment. 1 EA 2. Perform eigenvector regression
analysis for the LaRC AGS FTS imaging sounder design to demonstrate
system performance. perform second analysis to quantify affects to
system performance by LaRC design changes; compare LaRC FTS sounding
profile retrieval performance against the current GOES. 1 EA 3. Perform
non-linear statistical/physical retrieval analysis for the LaRC AGS
imaging FTS sounder instrument design to demonstrate retrieval
accuracies for temperature, water vapor, and chemical trace gases
profiles. Examine accuracy of sounding profiles as a function of
varying instrument design parameters and their corresponding noise
config- urations. Compare the LaRC instrument performance to current
GOES system. Identify anticipated improvements to sounding accuracy due
to the LaRC instrument design. 1 EA 4. Analyze incremental retrieval
performance benefits associated with instrument configurations
exceeding or below the baseline LaRC system in order to quantify the
measurement capabilities and to provide advice in instrument design
trade-off decisions. Final report shall document the optimal system
configuration for various modes of operation. NOTE: for items 2, 3, and
4: Monthly progress reports to be delivered via e-mail by end of the
third week of each month to LaRC AGS program manager
(v.s.parsons@larc.nasa.gov) and instrument manager
(j.a.woods-vedeler@larc.nasa.gov); progress reports and presentations
to be delivered in August 1998 and December 198; final reports due May
1999, including documentation of trade studies performed, results
obtained, summary of significant results and their applica-tion to the
AGS imaging FTS sounder study; three referencable publications prior
to May 1999. This procurement is being conducted under the Simplified
Acquisition Procedures (SAP). [The Government does not intend to
acquire a commercial item using FAR Part 12. See Note 26. The SIC Code
and Size Standard are __8733__ and ___$5.0__, respectively, The DPAS
Rating for this procurement is DO __C-9___. The anticipated release
date of RFQ 1-111-GLD.1973 is on or about 7/16/97 with an anticipated
quote due date of on or about 7/24/98]. All qualified responsible
sources may submit a quote which shall be considered by the agency. An
ombudsman has been appointed -- See Internet Note "B". The
