System. The U.S. Department of Education, National Center for Education
Statistics (NCES), proposes to solicit a twelve (12) month contract
with four (4) optional years to perform four types of activities to
support its forecasting program. These activities are as follows: (1)
Expanding the capabilities of the NCES Education Modeling System
through research and model development by reviewing the literature and
developing new models to project national and state-level statistics
in areas of enrollment, teachers, graduates and earned degrees, and
expenditures; (2) Enhancing the NCES Modeling System with additional
programming capabilities to extract detailed projections from the mode
outputs to handle special requests; (3) Procuring a subscription
service for national state historical and projected economic data; and
(4) Maintaining new enhancements to the forecasting system as required
by other upgrades. NCES has the responsibility for producing
projections of enrollments, graduates, earned degrees, classroom
teachers and education finance at both the elementary and secondary,
and the higher education levels. RFP ED-98-R-0031 will be issued on or
about July 27, 1998. The closing date is August 28, 1998. Telephone

should be sent to the address given above. Copies may be picked up
after the date of release. Because of tightened security, offerors
cannot enter our building on their own. To pick up a copy of the RFP or
to drop of proposals offerors shall go the D Street exit and have the
guard call, (202) 708-8191 and ask to sign the offerors in, in order to
deliver the proposals. The proposal will be stamped with the time and
