Request for Proposal (RFP) for Safety, Reliability, Maintainability and
Quality Assurance Support for NASA Headquarters, Office of Safety and
Mission Assurance (OSMA) in the following areas: Safety and mishap
related support; process verifications and independent assessments;
systems safety and risk management; nuclear safety; reliability and
maintainability; operational safety; and quality assurance.
Requirements may include: (a) Investigations, reporting, and analysis
of incidents and accidents, and resolution of all investigation-related
recommendations; (b) performance of special "immediate attention"
independent SRM&QA assessments for complex technical and engineering
projects (such as the Space Shuttle, the International Space Station,
reusable launch vehicles, aircraft, payloads, spacecraft, and ground
based systems); and (c) risk safety, risk management, and independent
assessments. In addition, NASA Headquarters facility safety
engineering, fire protection engineering, emergency preparedness, and
safety and health inspections and analyses for the facility located at
300 E. Street, SW, Washington, DC, and any other NASA HQ leased space,
are also required. It is anticipated that an Indefinite
Delivery/Indefinite Quantity (IDIQ), Cost Plus Incentive Fee (CPIF),
performance-based contract will be issued for a two-year basic period
of performance and three one-year options, for a total period not to
exceed five years. This requirement is a follow-on to NASA Contract
NASW-4861 with Tracor Systems Technologies, Inc. (previously known as
VITRO Corporation), 1601 Research Blvd., Rockville, MD 20850-3173;
Phone: 301-738-4000, which expires February 10, 1999. The Government
does not intend to acquire a commercial item using FAR Part 12. See
Note 26. This procurement is a total small business set-aside. See Note
1. The SIC Code and Size Standard are 8711 and $20 Million,
respectively. The DPAS rating for this procurement is DO-C9. The
anticipated release date of a Draft RFP, Number DRFP-D15680-WSM, is mid
August 1998. The anticipated release date of RFP #D15680-WSM is on or
about September 1, 1998, with an anticipated proposal due date of on or
about October 1, 1998. All qualified responsible sources may submit a
proposal, which shall be considered by the agency. An ombudsman has
been appointed. See Internet Note "B". The solicitation and any
documents related to this procurement will be available over the
Internet. These documents will be in Microsoft Office Suite (Word 6.0,
Excel 5.0, or PowerPoint 4.0) format and will reside on a World-Wide
