jwarren3@email.usps.gov. The U.S. Postal Servie is seeking services for
the performance of asbestos, lead paint investigative services for
investigative surveys and reports, develop construction cost estimates,
perform design services, and observation and support services for
asbestos and lead control projects for the state of New York (except
metro New York) for the Albany and Western New York Districts area of
responsiblity. The contract will be subject to negotiation of
individual work orders. In each instance total fees for services will
not exceed $100,000 for each task, nor will the total fees for the 12
month term exceed $500,000. The contract will be for two years with
three one-year renewal options which can bring the duration of the
contract to five years. The amount of work for the duration of the
contract (5 years) shall not exceed $2,500,000. There is no guaranteed
minimum. The work order estimates range from $2,000 to $10,000. The
USPS reserves the right to select more than one firm. Firms which
possess the qualifications to perform the services described are
invited to submit a completed SF255, Architect-Engineer Questionnaire
for a Specific Project, and a SF254, Architect-Engineer and Related
Services Questionnaire to the office above no later than August 27,
1998. Selection criteria will be conducted with the combined use of
SF254 and SF255. Interested firms with more than one office should
indicate on their SF254 and SF255 the staffing composition of the
office in which the work wil be performed. Firms, including
consultants, must meet the following requirements: 1) Have experience
in the control of asbestos and lead paint, and be familar with ANSI and
OSHA codes, EPA regulations, state and local guidelines. 2)Have
experience in the preparation of design documents for asbestos and lead
paint removal. 3) Must have a certified Industrial Hygienist on staff.
4) Have one or more members of their staff who is licensed in the
field of asbestos and lead paint surveying and/or removal in the state
of New York, as well assufficient staffing consisting of professional
egineers and environmental personnel who are proficient in this type
of work. Consideration will given to interested firms who respond to
this advertisement in accordance with the foregoing istructions in the
following order of preference: 1) local, residing in the Albany,
Syracuse, Buffalo, Rochester NY area; 2) The state of New York; 3) All
others. Firms will be considered as local only if their office is in
the area listed previously, or they have a local inddeoendently
operated branch officce, and all of the design, coordination, and
management of the projec will be accomplished in that office. It is
prohibited to pay any fee, commission, percentage or brokerage fee to
any person or firm contingent upon, or resulting from award of a
