REFERENCE: "JOINT ANALYTICAL SUPPORT PROGRAM (JASP) Draft Solicitation
DASW01-98-R-0103 1. Enclosed is a "DRAFT" copy of the Statement of
Work, Personnel Qualification Requirements by Labor Category, and
Sections L and M. All interested parties are invited to submit comments
concerning the following: a. Content of the Statement of Work and
Evaluation Factors b. Suggested deletions/additions to draft documents
c. Questions applicable to the draft documents STATEMENT OF WORK FOR
THE JOINT ANALYTICAL SUPPORT PROGRAM (JASP) BACKGROUND. On 9 July 1985,
the Joint Chiefs of Staff established analysis cells at each of the
Unified and Specified Commands and provided support to the Joint
Warfighting Center (JWFC) and the National Defense University (NDU).
Entitled Modern Aids to Planning Program (MAPP), the program consisted
of an umbrella systems engineering and technical assistance contract
to support the unified and specified commands. Additionally, the
program provided a resource pool to continue to assist the Commanders
in Chief (CINCs) in obtaining and maintaining interoperable modeling
and simulation tools in support of Operations Plan (OPLAN) evaluation;
computer assisted training and exercises; assessment of war fighting
requirements; and CINC decision-making. The worthiness of the CINC
analysis cells that were established was demonstrated during DESERT
SHIELD/DESERT STORM. During those campaigns, the CINC analysis cells
provided critical advice to command decision makers that impacted on
command and control decisions. This new contract support program,
entitled the Joint Analytical Support Program (JASP), encompasses both
the CINC analytical cells and the Joint Staff. Today, the Joint Staff
and the CINC analysis cells continue to play a vital role in the
study, analysis, and evaluation of military forces, plans, programs,
and strategies. In support of these activities the JS and the CINC
analysis cells (including JWFC and NDU)are responsible for conducting
joint wargames at various levels and for developing and improving
analytical models, techniques, and procedures which are used in studies
and analyses. Contractor personnel will interface with all levels of
government, from general officers and SES to new recruit and
entry-level personnel. The Joint Chief of Staff and CINC analysis cells
use and maintain models and simulations developed by other agencies to
perform their mission but may develop, acquire, maintain, manage, and
improve models or simulations that are unique to their mission or as
a prototype demonstration for future application to other CINCs.
Contract support is required to assist the JS and the CINC analysis
cells with various technical aspects of these activities. 2.0
OBJECTIVES. The objectives of this effort are: to assist the JS and
CINC analysis cells in the design, development, test, and
implementation of analytical, educational, and training capabilities
for Joint models and simulation and to maintain the currency and
viability of models and simulations used at the respective sites. 2.1
Scope. This Statement of Work (SOW) defines overall general task areas
supporting the Force Structure Resources and Assessment Directorate
(J-8) of the Joint Staff and the CINCs. After contract award, the
contractor shall perform specific requirements as defined in written
Task Management Requests (TMRs) which will be approved by the
Contracting Officer (CO). Each TMR will specifically identify work
requirements, estimated resources, and schedules. 2.2 Location. Work
shall be performed primarily at CINC and Joint staff sites. The
contractor will be required to provide his own off-site facility and
may perform activities at that facility. Deliverables will be to the
CINC and 35 locations identified in individual TMRs. Locations are:

AFB, FL; US EUROPEAN COMMAND -- Vaihingen, Germany; U.S. FORCES COMMAND
-- Ft. Mcpherson, GA; U.S. PACIFIC COMMAND -- Camp Smith, Hawaii; U.S.
SOUTHERN COMMAND -- Miami, FL ; U.S. SPACE COMMAND -Peterson AFB, CO;
U.S. SPECIAL OPERATIONS COMMAND -- MacDill AFB, FL; U.S.STRATEGIC
COMMAND -- Offutt AFB, NE; U.S. TRANSPORTATION COMMAND -- Scott AFB,
IL; COMBINED FORCES COMMAND -- KOREA -- Seoul, Korea; Joint Staff/J-8
-- The Pentagon, Washington, D.C.; NATIONAL DEFENSE UNIVERSITY -- Ft.
McNair, Washington, D.C.. The contractor may be required to perform
tasks at other locations, both CONUS and OCONUS, in support of
