Notification Of Contract Action (NOCA). This CBD announcement
constitutes a Notice of Contract Action (NOCA) of a proposed contract
for Supplemental Service Agreement (SSA). ESC is planning to acquire
support for thirty-three (33) AN/TRN-45 (NSN 5825-01-326-9749), Mobile
Microwave Landing Systems (MMLS). The Global Air Traffic
Operations/Mobility Comma= nd and Control Systems Program Office,
Electronic Systems Center, Hanscom Ai= r Force Base, Massachusetts
proposes to award a contract for this effort during the first quarter
of 1999 to Textron System Corporation. The contract will be awarded
pursuant to the authority of FAR 6.302-1{(10 U.S.C.)2304(c)(1)}-only
one responsible source and no other source can satisfy agency
requirements. The Air Force anticipates the issuance of a contract for
one base year and four one-year options. The MMLS is a portable,
ground based, microwave=20 transmitter that provides a precision
approach and landing capability for Microwave Landing System (MLS)
equipped aircraft operating under adverse conditions including
inclement weather and hostile environments. A level= II drawing package
with engineering change orders will be available. The Government plans
to furnish the initial spare parts inventory to be maintained by the
contractor. Interested firms should include the compan= y name;
address; CAGE code; a point of contact, size of business (i.e., lar= ge
business, small business, small disadvantaged business, 8(a) concern,
or small women-owned business); U.S. or foreign owned entity in their
respon= se. In addition, any responses shall address firm's
capabilities to perform t= he following tasks and meet these specific
criteria: 1) Provide SSA on or ab= out 1 December 1998. 2) Have or be
able to acquire MLS experience, and perfo= rm=20 the supply/support and
repair functions on Air Force MMLS equipment. 3) Provide on-call and
on-site technical support for fault isolation diagnostics, MMLS
installation problems and supply/support activities. 4= ) Provide MMLS
technical and engineering support in-house or at remote locations. 5)
Prescreen incoming failed MMLS items to test, isolate, and verify
failure. 6) Possess or have access to an indoor and outdoor anten= na
range capable of testing MLS equipment. 7) Repair, maintain and modify
M= MLS hardware/software. 8) Maintain spare parts inventory in a
bonded storage area and records of the supply/support actions. 9)
Expedite replenishmen= t for critical failure items on operationally
deployed MMLS systems at worldwide locations. 10) Provide normal
replenishment for non-critical failure items on operationally deployed
MMLS systems. 11) Replenish spar= e parts inventory=20 after repair of
failed items. 12) Plan, budget and track the above identified tasks.
13) Provide the Government with a monthly status repor= t of all
actions taken pertaining to the supply/support and repair of the MMLS.
Optional tasks may include: a) Transition supply/support to Government
including updating reprocurement data. b) Incorporation of Government
design changes for the MMLS hardware and software. Submit statement of
qualifications, along with supporting documentation to: ESC/GAK, 75

or via electronic transmission to: cook-sowab@hanscom.af.mil or
emmonsj@hanscom.af.mil. Responses must be received no later than 15
calendar days after the date of this publication and should not exceed
te= n (10) pages on 8 =BD x 11 inch paper with type no smaller than 10
pitch. A= n Ombudsman has been appointed to hear=20 concerns from
offerors or potential offerors during the proposal and proposal
development phase of this acquisition. The purpose of the Ombudsman is
not to diminish the authority of the program director or contracting
officer, but to communicate contractor concerns, issues, disagreements,
and recommendations to the appropriate Government personne= l. When
requested, the Ombudsman will maintain strict confidentiality as to =
the source of the concern. Ombudsman do not participate in the
evaluation of responses, source selection, or formulation of
acquisition strategy. Interested parties are invited to call the
Electronic Systems Center's Ombudsman, Col Lee Hughes, (781) 377-5106.
The Ombudsman should be contacted only with issues or problems that
have previously been brought = to the attention of the program manager
and/or contracting officer and could not be satisfactorily resolved=20
at that level. The proposed contract action is for services for which
th= e Government intends to solicit and negotiate with one source under
authori= ty of FAR 6.302-1. Interested persons may identify their
interest and capability to respond to the requirement or submit
proposals. This notice= of intent is not a request for competitive
proposals. However, all responses= to this notice received within 15
days after release of the notice will be considered by the Government.
The Government anticipates award of the contract on or about 1
December 1998. This synopsis does not constitute a Request for
Proposal, it does not restrict the Government as to the ultim= ate
acquisition approach, nor should it be construed as a commitment by the
