sscfeedback@fetc.doe.gov. The U.S. Department of Energy, Federal Energy
Technology Center, plans to issue a Request for Proposal (RFP) No.
DE-RP26-98FT40463 for research facilities operations services
activities for the in-house experimental program conducted at both the
Pittsburgh and Morgantown sites. The research facility operations
activities shall include support for (1) Research & Development
Operations, (2) Modeling and Analysis, (3) Engineering Design Support,
(4) Process/Laboratory Instrumentation Support, (5) Analytical
Support, (6) Fabrication and Assembly, (7) Research Facility
Maintenance, and (8) Research and Development Initiatives. The research
and development program supports FETC's mission in areas that include,
but are not necessarily limited to, coal, natural gas, biomass, and
waste combustion; gasification of coal, biomass, and waste material;
production of liquid fuels and chemicals from natural gas; production
of liquid fuels and chemicals from coal and other carbonaceous
materials; processing and beneficiation of biomass and combustion waste
products and recovery of coal waste material; removal of particulates
and gas stream contaminants from both gasification and combustion
processes; clean water and environment management; capture and
sequestration of greenhouse gases and coal processing optimization
related to reducing greenhouse gas emissions; and production of
high-valued carbon products from coal. The solicitation is scheduled to
be available on or about September 14, 1998 -- NOTE that a draft
solicitation is also scheduled to be available on or about August 7,
1998. The exact date and time for the submission of proposals will be
indicated in the final solicitation. The solicitation and the draft
solicitation will be available on DOE's FETC World Wide Web Server
Internet System at http://www.fetc.doe.gov (select Business, then
Solicitations -- or -- select Business, then Site Support Services
Recompete) and will not be distributed in paper form. Once a copy of
the solicitation or draft isobtained through the www, the www site
should be checked frequently for any solicitation amendments. Questions
or feedback concerning the draft or final solicitation should be

52.232-18, Availability of Funds, funds are not presently available for
