Department of Energy, Federal Energy Technology Center, plans to issue
a Request for Proposal (RFP) No. DE-RP26-98FT40465 to provide a broad
spectrum of engineering and analysis services to assist FETC in the
timely and proper execution of its assigned program, product and
project planning and implementation responsibilities. The output and
deliverables of these services will aid FETC's Product Management and
Project Management offices in accomplishing their mission
responsibilities. The services required under this RFP are categorized
into the following seven primary areas of support: (1) Technical,
Engineering and Programmatic Assessments, (2) Modeling and Simulations,
(3) Cost Engineering, Estimating and Analysis, (4) Planning, Management
and Other Support, (5) Energy/Environmental Sciences and Technology
Services, (6) International Program Implementation Support, and (7)
Quality Assurance/Quality Control. The solicitation is scheduled to be
available on or about September 14, 1998 -- NOTE that a draft
solicitation is also scheduled to be available on or about August 7,
1998. The exact date and time for the submission of proposals will be
indicated in the final solicitation. The solicitation and the draft
solicitation will be available on DOE's FETC World Wide Web Server
Internet System at http://www.fetc.doe.gov (select Business, then
Solicitations -- or -- select Business, then Site Support Services
Recompete) and will not be distributed in paper form. Once a copy of
the solicitation or draft is obtained through the www, the www site
should be checked frequently for any solicitation amendments. Questions
or feedback concerning the draft or final solicitation should be
submitted via the INTERNET at the following address:

should reference the solicitation number. In accordance with FAR
52.232-18, Availability of Funds, funds are not presently available for
this contract. The Government's obligation under this contractis
contingent upon the availability of appropriated funds from which
