Atlantic Division, Naval Facilities Engineering Command, Norfolk,
Virginia intends to acquire electrical power supply and related
transmission and ancillary services to meet the firm electrical power
requirement of Naval installations and facilities within Pennsylvania.
The contractor will be responsible for coordinating the supply of all
electrical power requirements (capacity and energy) and all services
necessary to deliver electrical power to the contract installations'
local distribution company. The actual accounts selected by the local
utility companies will not be known until late August. All accounts
that have been enrolled along with usage information will be included
in the solicitation. The anticipated peak monthly demand may range
between 18 and 32 MW per month. The estimated maximum monthly usage is
15 MWh/month and the estimated maximum yearly usage is 155 GWh/year.
We plan to amend the solicitation on or about September 3, 1998 to
reflect the final electric load participating in this solicitation.
Additional requirements may be added by amendment after that date.
Selection of the successful offeror(s) will be made using source
selection procedures with selection based on price and technical
capability. The due date for offers shall be 2:00 p.m. on September 15,
1998. The Government may make multiple awards as a result of this
solicitation. The term of the contract will be from December 1, 1998
through November 30, 2000. Specifications will be avilable on or about
July 31, 1998. The solicitation will be made available upon receipt of
