The Combined Arms Support Command and the U.S. Army Garrison at Fort Lee, (collectively referred to as "Fort Lee," "Installation" or "Post"), Virginia, seeks a potable water utility company to own, operate, and maintain Fort Lee's potable water distribution system and contract with that company to distribute potable water within the Installation's boundaries. The intent of the Government is to transfer ownership of its potable water system at Fort Lee to a regulated potable water utility. This includes, but is not limited to, the obligation to ensure adequate and dependable potable water distribution utility service to all facilities and equipment served. These services shall be in accordance with Virginia Health Department (VHD), State Corporation Commission (SCC) and other applicable health, safety, environmental and operational laws, regulations or standards. It is anticipated that a cost of service type contract will be awarded. The Government shall entertain proposals exclusively from Offerors whoare regularly engaged in the business of providing potable water utility service to the general public in the Commonwealth of Virginia as a regulated utility, and have or upon the award of this contract shall have a public service obligation to provide potable water utility service to the Installation. The desired service includes, but is not limited to, the operation, maintenance, repair, and improvement of the Installation's potable water system. The initial term of these services shall be for ten (10) years and shall automatically be renewed for successive five (5) year periods unless either party provides at least three (3) years written notice to the contrary.
