NASA/ARC plans to issue a Request for Quotation (RFQ) for an Agency-wide Sponsor-Level membership for one (1) base year and four (4) one-year option periods. This procurement is being conducted under the Simplified Acquisition Procedures (SAP),FAR Subpart 13.5, Test Program for Certain Commercial Items. NASA/ARC intends to procure the membership from Research Consortium Inc., Ltd. (RCI, Ltd.), Minneapolis, MN under the authority of 10 U.S.C. 2304 (c)(1). This membership will provide NASA with participation in a unique international forum involving government, academia, and industry for identification and discussion of key issues in high performance computing and advanced information technical solutions. Interested firms have 10 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities.Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
