survey for information about cost and availability of existing or
proposed newbuilding U.S. flag vessel for either time-charter or
bareboat charter for five years commencing FY 2005 with delivery
Hawaii. Desired vessel characteristics include, but are not limited to:
minimum 200,000 cuft enclosed cargo space; minimum 20 knots speed; deck
space/strength sufficient to mount two radar antennae of 250 LT and 20
LT (smaller antenna must be mounted higher than heavier; antennae must
not obstruct one another; smaller antenna must have 360-degree
visibility; heavier must have minimum 270-degree visibility); minimum
endurance 60 days; three generators of 3000 kw each; berthing and
messing for up to 50 Government personnel. Proposed newbuilds must be
built in U.S. shipyards; reflags must be converted in U.S. shipyards.
