define the solicitation type, and modify the debriefing information.
-- This notice represents solicitation of capability information as
Step One of a two-step selection process and provides notice that Step
Two construction pricing in the form of a sealed bid will proceed
thereafter without further advertisement. -- Prospective bidders will
be evaluated based on the following selection criteria, in descending
order of importance: 1) A narrative including a brief description of
the project scope; project location; name, address, and telephone
number of owner; project value; dates of construction; and pertinent
performance remarks on prime contractor_s past experience on similar
integrated security system projects successfully completed with regards
to timely performance and quality of work in the last five years at a
value in excess of $400,000; 2) A narrative including the information
listed in 1) above for each of the prime contractor_s proposed
principle subcontractors (principle subcontractors shall mean all firms
expected to provide labor and/or materials of a total combined value
exceeding $75,000) on electrical and/or security systems components
successfully completed and directly performed by that firm with regards
to timely performance and quality of work in the last five years at a
value in excess of $200,000; 3) A narrative for each of the prime
contractor_s and principle subcontractor_s proposed key personnel
(including project managers, site superintendents, and quality control
supervisors), which provides their qualifications, including job
related training courses, certificates/licenses, specialty skills
relevant to the proposed project, etc. and past experience on
electrical and/or security system projects; 4) A narrative
demonstrating the prime contractor' ability to effectively control
access to "sensitive" documents and information during bidding and
construction to preclude dissemination to individuals and entities
unrelated to the project; and 5) A narrative demonstrating the prime
contractor's ability to properly organize, manage, and successfully
complete a job of this size and complexity within prescribed time
periods. -- Construction firms/teams which meet the requirements of
this announcement are invited to submit their narratives to the point
of contact shown elsewhere in this announcement. Prospective bidders
should be aware that no substitution of proposed key personnel will be
allowed unless necessitated by illness, death, or termination of
employment and substitution of proposed subcontractors will be
considered only in extenuating circumstances. -- Only those firms
determined to be qualified in accordance with the selection criteria
will be short-listed and eligible to participate in Step Two of this
process. Only Step Two firms will receive solicitation documents and be
eligible for award. -- Unsuccessful Step One firms may request a
preaward or post award debriefing in accordance with FAR 15.505 and
15.506. -- All other information publicized in the original synopsis is
