sfraser@pn.usbr.gov. The Bureau of Reclamation, Pacific Northwest
Regional Office, 1150 N. Curtis Road, Boise ID 83706-1234, has a
requirement for a high production copier/printer with accent color
capability. This is a combined synopsis/solicitation for commercial
items prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only Request for Quotations (RFQ), number
1425-98-SQ-10-00340; proposals are being requested and a written RFQ
will NOT be issued. This RFQ incorporates provisions and clauses in
effect through Federal Acquisition Circular 97-06. This acquisition is
not a set aside. The standard industrial classification is 3579 and
the size standard is 500 employees. This is a best value acquisition
and the requirement will be evaluated based on factors other than price
alone. CLIN 001: High production copier, one each, with the following
salient characteristics: 1. Capable of a minimum of 200,000 plus copies
per month; 2. Must have a minimum copy speed on all paper stock equal
to or greater than the following listed speeds for single-sided copies:
8.5 inch x 11 inch at 70 copies per minute, 8.5 inch x 14 inch at 70
copies per minute, and 11 inch x 17 inch at 70 copies per minute; 3.
Must have a factory authorized service center available and staffed
with factory trained technicians capable of maintaining, repairing, or
replacing the equipment; 4. Must use present electrical facilities of
a standard 220 volt 30 amp dedicated line; 5. Product must be factory
recommended to produce multiple copies on paper stock ranging in sizes
from 8.5 inch x 11 inch, 8.5 inch x 14 inch, and 11 inch x 17 inch in
16 to 110 pound bond and index stock. Recycled paper is used and the
copier must be able to use recycled paper; 6. Must be capable of
stapling from two sheets to a maximum of 50 sheets of paper in sizes
8.5 inch x 11 inch, 8.5 inch x 14 inch, and 11 inch x 17 inch in all
modes of operation. Staple positions required single staple landscape,
single or double staple portrait; 7. Copier must have a minimum of
three on-line paper trays; each tray must accommodate the above
mentioned paper sizes (see items 2, 5, and 6). Copier must print onto
all xerographic stocks including transparencies and mailing labels.
Minimum total paper capacity is 3000 sheets. 8. Capable of
folder/saddler stitcher; Z-fold 11 inch x 17 inch to 8 1/2 inch x 11
inch. 9. Product must have automatic and variable reduction and
enlargement in 1 percent increments minimally from 65 percent reduction
to 150 percent enlargement maximum; 10. Must be capable of copying from
the document glass at minimum: books, periodicals, and other bound
documents; 11. Must have a job interrupt or similar feature; 12.
Selectable copy quantity from 1 to 999; 13. Must have a recirculating
document feeder capable of handling 75 to 100 originals in sizes, 8.5
inch x 11 inch, 8.5 inch x 14 inch, and 11 inch x 17 inch OR digital
scanner capabilities; (the Government reserves the right to pick the
feature that we determine is best value at the time of award*); 14.
Must have copy quality controls at minimum including: auto exposure,
variable contrast, and photo mode to ensure high quality output; 15.
Must have image/margin shift capabilities; 16. Must have fully
automatic duplexing of copies for 8.5 inch x 11 inch, 8.5 inch x 14
inch, and 11 inch x 17 inch stock. Must be able to make one or two
sided copies from one or two sided originals. The duplex feature must
be available from all paper trays and on all specified paper weights;
17. The following editing features are required at minimum: covers
insertion (up to 9 inch), sheet insertion including tab stock (up to 9
inch tabs), job programming, remote diagnostic and meter reading,
program ahead, platen glass copying and original framing, and
transparency sets; 18. Include operator training for 4 to 5 Government
employees. OPTIONAL CLIN 003 Trade-in for Xerox 5388 copier, serial
no. 3ET 006031 or Trade-in for Xerox 5100 copier, serial No. 52K 307390
(the Government reserves the right to determine which machine to trade
in and whether to take advantage of an offered trade-in. CLIN 003 Full
Service Monthly Maintenance Agreement, effective from date warranty
expires for 12 months; The Government is interested in having equipment
that is current with industry standards. As noted in CLIN 001, subitem
12 and OPTIONAL CLIN 002 we are endeavoring to take advantage of
computer technology. The evaluation factors are as follows: 1. Does the
offered equipment meet the minimum requirements? 2. Is a warranty
offered, what's covered by the warranty? 3. Where is the factory
authorized service center located, what experience do the
factory-trained technicians have, what are the standard repair call
times and what is offered if the copier is expected to be down longer
than one day? How readily available are parts? 4. What are the terms of
the Full Service Monthly Maintenance Agreement? 5. Is a replacement
guarantee option offered, what are the terms of such an offer?6.
Capability to utilize current technology, i.e. scanning and network
hook-up either as standard feature or as optional "module" that can be
purchased and installed. 7. Price of copier and maintenance agreement.
Estimate of cost of supplies and yield for the toner, developer, and
staples for an average month based on 200,000 copies per month.
Evaluation of trade-in factor. Offerors must submit the information
required for evaluation to be done in accordance with the above
factors. Additional information requested but not limited to the
following: Copier descriptive literature (see factor 1); description of
full service maintenance agreement (see factor 4); estimated cost of
supply yield for a month (see factor 6) and price list for supplies in
effect at this time; description of warranty including time period
(see factor 2); Estimate for renting proposed equipment for 30 days
(including installation, supplies, and removal) if Government wishes to
evaluate before final purchase decision; What is included in operator
training, is there a help line for questions?; references in immediate
commuting area that have installed same or similar equipment.
Information regarding optional features including but not limited to
CLIN 001 subitem 12 and OPTIONAL CLIN 002. The Government plan to
purchase, however, we would like to see proposals for five-year lease
to own as well as five-year lease, not to own. Explain what these
leases mean. Offerors may submit as many proposals as they wish and may
submit equipment offered on GSA Federal Supply Schedule 36 IV and/or
open market equipment. Following are the applicable provisions and

following criteria: whether your offer meets the requirements and
secondly price. Technical compliance will weigh heavier in the
