sole source Request for proposal (RFP) under 10 U.S.C. 2304 (c) (2)
only One Responsible Source. This requirement is for the investigation
of concepts and new technology for an advanced Total Ozone and Mapping
Spectrometer (TOMOS) from Research Support Instruments(RSI), a
subsidiary of Physical Sciences Inc.(PSI), located in Andover, MA. The
offeror shall delivery technical reports, in the required format, to
NASA/GSFC located in Greenbelt, MD. The vendor shall: a. Characterize
optical components and systems for advanced ozone sensors such as Solar
Limb Scattering Experiment(SOLSE), Limb Ozone Retrieval
Experiment(LORE), HiROM which are candidate concepts for advanced TOMS;
b. Component testing shall include optical filters, telescopes, and
on-board calibration systems; c. Characterize detector capabilities and
conduct systems analysis to include: signal to noise and radiometric
performance; d. design calibration techniques and radiometric tests for
advanced sensors; e. provide interpretation of laboratory test data
with graphs and narratives and; f. document results to include: optical
filters characteristics, ray traces, radiometric analysis, and test
summaries. The offeror shall also attend meetings at NASA/GSFC and a
technical conference in the United States. PSI/RSI's has unique
experience on optical designs for advanced remote sensing imagers
because of proprietary design technologies which enhance standard ray
tracing software. PSI/RSI also has unique optical test technology
applicable to the anticipated contract. Their technology employs a
spectrometer with extremely low scattered light contributions enabling
out band rejection measurements of better than 10-8. They have
demonstrated this capability through published papers on the
performance of advanced optical component such as hardened optical
filters. They have unique experience in calibration and radiometry with
accuracy better than 2%. PSI personnel have participated in
announcement of opportunities which required partnerships with NASA. It
would be most advantageous to the government to maintain this
partnership. Failure to obtain continued services from PSI/RSI under
this procurement would result in the loss of baseline measurements
critical to characterizing the long term stability of hardened
ion-assisted deposition narrow band interference filters. These filters
are being tested under extreme ranges of environmental conditions of
temperature, humidity, ionizing radiation and thermal vacuum
environments using techniques and instrumentation proprietary to
RSI/PSI. Continuity of these measurements is essential to NASA
programs. Continuity requires the same techniques be employed before
and after each test sequence. No other contractor posses this unique
set of capabilities and personnel. The government anticipates a basic
contract of one year with four one year options. Interested firms have
15 days from the publication of this synopsis to submit in writing to
the identified point of contact, their qualifications/capabilities.
Such qualifications/ capabilities will be used solely for the purpose
of determining whether or not to conduct this procurement on a
competitive basis. Responses received after 15 days or without the
required information will be considered nonresponsive to the synopsis
and will not be considered. A determination by the Government to not
compete this proposed effort on a full and open competitive basis,
based upon responses to this notice is solely within the discretion of
the Government. Oral communications are not acceptable in response to
