Code 233JM, (732)323-2901 (i) THIS IS A COMBINED SYNOPSIS/SOLICITATION
for Commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued.
(ii) This solicitation number N68335-98-R-0285 is issued as a
competitive request for proposal (RFP). (iii) The solicitation and
incorporated provisions and clauses are in effect through Federal
Acquisition Circular 97-06. (iv) This solicitation is a small business
set aside. SIC is 3728. (v) Contract Line Item Numbers (CLINS) are as
follows: CLIN 0001 Hydraulic Pumping Unit (HPU), P/N 944020, or Equal.
3 (three) each. One operation and maintenance manual should be included
with each unit. (vi) The Hydraulic Pumping Unit (HPU) will be used to
perform Organizational Level maintenance requirements for the elevation
of E-6B aircraft. The HPU shall perform this procedure such that the
plane's landing gears can be removed, replaced, and installed in a
fashionable and safe manner, and such that the plane's underbelly
panels can be accessed for inspection and maintenance. The HPU must be
able to provide hydraulic fluid at the required pressure and in
adequate volume to operate nine aircraft hydraulic lifting jacks
simultaneously. The HPU shall be able to lift the aircraft clear off
the ground surface when the unit is inclined as much as 8.5 degrees
from horizontal level and must fully operate at an altitude up to 6,000
feet above sea level. The HPU shall be completely self-contained,
mobile, and protected from climatic conditions by a weatherproof
housing. Salient Characteristics include the following. Hardware
Requirements: Unit must be mobile and capable of being towed (up to 20
mph); unit shall not exceed the overall dimensions of 95 inches in
length, 65 inches in width, and 60 inches in height; unit shall not
exceed a wet weight of 3,000 lbs; unit shall have a constant volume
hydraulic pump; pump shall be driven by two-cylinder, fixed
displacement, diesel engine capable of operating at 2,200 rpm; the
diesel engine shall operate on JP-8 fuel with a minimum fuel capacity
of at least 7.0 gallons; fluid reservoir shall be stainless steel with
a capacity of at least 47 gallons; hydraulic system shall use
replaceable 10 micron element filters; unit shall be completely
self-contained; unit shall be protected from climatic conditions by a
weatherproof housing; unit shall employ a mechanical type, hand level
brake; unit shall utilize knuckle-type pivot steering. Operating
Requirements: Unit shall be able to operate nine aircraft hydraulic
lifting jacks simultaneously; pump shall be capable of delivering at
least four gallons per minute at 3,000 psi continuously, and 3,500 psi
intermittently, unit shall utilize MIL-H-83282 or MIL-H-5606, or
equivalent, hydraulic fluids; diesel engine shall be at least 24.0 hp
(continuously), at least 27.0 hp (intermittently), 2 cylinder, 4 cycle,
in-line type, air cooled, and utilize a 12 volt, 800 coldcranking amps
battery; unit must fully operate within an altitude from sea level up
to a minimum of 6,000 feet; unit must fully operate at an ambient
temperature from -65 to 130 degrees F; unit must fully operate in an
environment of up to 100 percent humidity; unit shall be able to lift
the aircraft clear off the ground surface when the unit is inclined as
much as 8.5 degrees from horizontal level in any plane. (vii) All
items shall be preserved, packaged, packed, and marked in accordance
with best commercial practices. Delivery shall occur within 16 weeks

is incorporated by reference. Addendum to FAR 52.212-1: All offerors
competing for award are required to provide a proposal in two volumes:
Volume 1 -- Price Proposal, Certifications and Representations, Volume
2 -- Operations and Maintenance Manual and Descriptive Literature.
Offeror is also to provide the terms of commercial warranty and past
sales history for the same or similar items. For example: the number of
units sold, customer sold to, point of contact, previous Government
contracts. Descriptive Literature must be furnished as part of the
offer. The literature is required to establish, for the purpose of
evaluation and award, details of the product the offeror proposes to
furnish. Technical acceptability will be based on comparison between
the descriptive literature and the performance specification. (ix) FAR
52.212-2, Evaluation -- Commercial Items is incorporated by reference.
Addendum 52.212-2 Para (a): Award will be made to the lowest priced,
technically acceptable offeror. Offers will be evaluated on a strict
pass/fail basis. (x) Offerors shall include a completed copy of the
provision at FAR 52.212-3, Offeror Representations and Certifications,
Commercial Item and DFARS 242.212-7000 Offeror Representations and
Certifications, Commercial Item (Nov 1995) with its offer. (xi) FAR
52.212-4, Contract Terms and Conditions, Commercial Items is
incorporated by reference. The resulting contract will be firm fixed
price (FFP). (xii) FAR 52.212-5, Contract Terms and Conditions Required

Offeror's commerical warranty of at least 12 months shall apply and
should be stated in the Operation and Maintenance Manual. The
