This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This is a request for quotations (RFQ) and the solicitation number is M6700198Q0025. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-04. The standard industrial classification (SIC) code for this requirement is 3714 and the small business size standard is 750 employees. Item 0001: QTY -- 01 EA, ENGINE CYLINDER HEAD AND BLOCK RESURFACER. System must include: 1. Head and Block Surfacer with variable Spindle Speeds (of no less than 75-800 RPM) 2. In-line Diesel Block Fixtures (to include cat blocks) 3. V-Diesel blocks (to include V12/32412 Cats and V-8 92 Series Detroit) 4. Head and block Fixtures 5. Large CapacityWinfield 6. CBN Cutter plate and inserts Capacity: From standard V-8 to big diesel blocks and heads, including all in-line six cylinder Cats, Cummins and Detroit, and V-Diesel blocks to include V-12 (model 3412) Cats, V-8 92 series Detroit and Vt-903 Cummins (w/roll over bars if required) Utilities: 230/460 volt, 60Hz, 3Ph, 18/9 Amps Precision: Must be able to ensure flat surface, accurate to .0005" per foot on all heads and blocks. Production: Cutter head speed must be variable speed with maximum speed of no less than 50" per minute in both directions. Feed rate (variable) should be 5-50"/minute. Environmental: System must meet or exceed current Federal and NC State E.P.A regulations. Other Requirements: (a) Extra heavy rigid construction (b) Designed to ensure operator safety (c) Heavy duty belt driven cutter. Industrial type ball screw drive controlling both vertical and horizontal spindle movement. Heavy duty, long life ways (vertical and horizontal) for rigidity. (d) Able to cut any desired surface on cast iron or aluminum (e) Must be able to cut through metallic pre-combustion cups without special tooling and without jerking or jumping. (f) Electronic digital readout scale to show vertical column movement in five-tenths (g) Indicator to eliminate the need to locate work surface with the cutter head. (h) Easy to read control panel that swivels for operator convenience. (i) Typical time to remove and install a head should not exceed one minute, (j) Work space required- 68" X 106" maximum (k) Easy to use. Operator should be able to start cutting cycle and leave the machine. Once the cycle is complete, the cutter plate must stop, spindle raises cutter and cutter returns to starting position. The valve guide and seat machine must, as a minimum, be capable of performing the following functions: Use of Valve Guide Inserts, Spot Facing Valve Guides and Bosses, Cutting of Valve guide insert pockets (aluminum or cast iron), Drilling and tapping for threaded studs or the removal of broken exhaust studs,5. Bronze guide line installation and reaming, Simultaneous Multi-Angle Cutting of Valve Seats (to include 3-angle cut) Accessories to include: 1. Valve seat pocket cutter. (minimum 1.5" to 2.25") 2. CYLINDER HEAD HYDRAULIC PRESSURE TESTER . This machine must and must have universal pressure testing plates and diesel adapter kits for the cylinder heads listed in Item 0002. System must include: (1) Hydraulic Diesel Cylinder Head Pressure Tester (2) Auto block Test test Kit to test 6.2L GM engines (3) Plate to test Dt-466 IHC heads Utilities: 230/1/60, 23Amps, Minimum Air 60 PSI Work Capacity: 53"L X 17.5" W Production Rate: Testing cycle time of 5 minutes or less per head. Environmental: System must meet or exceed current Federal and NC State E.P.A regulations. Other Requirements: (1) Extra heavy rigid construction (2) Designed to ensure operator safety (3) Self contained hydraulic clamping system that does not require tightening, adjusting and fine tuning clamps to obtain an adequate seal on the testing plate for either automotive or diesel heads. INSTALLATION, ON-SITE, TRAINING, WARRANTY AND SERVICE: (APPLIES TO ITEMS 0001-0003): Price of each machine must include installation, on-site training and warranty/service. Installation includes electrical wiring into a power box not more than 10 feet away. Vendor must install the equipment and operate it through one cycle of testing. On-site training at no additional cost to be accomplished after completion of installation. Warranty must cover on-site repairs and parts for one (1) year and free on-site repairs after that for the life of the equipment. Service must be backed by a technical support team.
