COMMERCE BUSINESS DAILY ISSUE OF JULY 23,1998 PSA#2143DOC; Mountain Administrative Support Center; Acquisition Management

Management, bid.tech@noaa.gov. The National Weather Service Forecast
Office (NWSFO) for central Oklahoma along with the Weather Surveillance
Radar -- 1988 Doppler (WSR-88D) Operational Support Facility (OSF)
share a two story concrete/brick building located at 1200 Westheimer
Drive, Norman, Oklahoma. Neighboring the main buildings are a NWSFO
owned upper air building and an OSF owned complex of radar equipment
building. All buildings are located within a one-half acre area in a
sparsely populated research park. These facilities require a security
system upgrade. This will include: (1) installing closed caption
television (CCTV) monitoring of exterior parking lots, walkways, and
building entrances; (2) installing card access readers at all
entrances/exits in the main building; (3) alarming all windows and
doors not controlled by card readers, and (4) integrating all existing
computer room temperature monitoring equipment and fire alarm sensors
into a centralized security system. The American Magnetics (AMAG) card
access system was originally installed by Dowley, Inc. of Oklahoma City
in 1996, therefore, it is critical that all equipment be fully
compatible, and integrate seamlessly, with the existing AMAG system.
This proposal provides (1) expanding and upgrading the existing AMAG
system; (2) new equipment needed to secure/monitor the main and remote
buildings, and (3) establishing centralized controlled video
monitoring and expanding card key access capabilities. Vendor must be
an authorized AMAG dealer. Since the AMAG system will control all main
access doors, we require the vendor to provide on-site service with a
4 hour maximum response time. Technicians must be on-site in 4 hours
or less after the service call is placed. In addition, after the
initial warranty period of the new equipment, the vendor must be able
to provide this service at a rate competitive with rates charged by
vendors local to Norman, Oklahoma. This procurement is being conducted
per FAR Part 13, Simplified Acquisition Procedures. Prospective
bidders may request a copy of the package by fax, phone, or by mail.
