STREAM INGESTOR The Department of Commerce/National Oceanic and
Atmospheric Administration/National Environmental Satellite, Data, and
Information Service (DOC/NOAA/NESDIS) intends to negotiate on a
non-competitive basis with the University of Wisconsin/Space Science
and Engineering center (SSEC) for the acquisition of an SSEC Desktop
Ingestor (SDI) and related software. The SSEC Desktop Ingestor (SDI)
and related software possess the following the mandatory capabilities
that must be satisfied to meet the Government's minimum requirements:
1) The ingest system hardware and software must be currently available
Commercial-off-the-shelf (COTS) and IP address switch-able. 2) The
ingest system hardware and software must be Year 2000 compliant and
handle the following Y2K scenario test cases, transition Dec 31,
1999-Jan 1, 2000; Feb 19,2000-Feb 20,2000; Dec 31, 2000-Jan 1, 0001
correctly. 3) The ingest system must be able to ingest GVAR data
streams from GOES-8, GOES-9 and GOES-10 for all instruments and all
Bands, including documentation data sets (Block-0 and Sounder/Auxiliary
Data (SAD) ID Blocks) and be seamlessly upgradable for processing
future NOAA GOES satellites. 4) The ingest system must output the data
in McIDAS area format and integrate seamlessly with current McIDAS
based production systems through the Abstract Data Distribution
Environment (ADDE) protocol. 5) The ingest system must be able to
ingest and process both Imager (all channels) and Sounder (all
channels) data from the GVAR satellite streams while providing
navigated and calibrated imagery and documentation datasets for a high
volume, high fan-out customer base. The customer base includes typical
standard operational user defined product suites, as well as standard
and exception case research user defined product suites which reflect
concurrent generation of extensive sets of real-time: full resolution
sectors for all instruments and channels including documentation data
sets; reduced resolution subsectorsfor all instruments and channels
including documentation data sets; and remap projections of GVAR
outputs. 6) The ingest systems must demonstrate zero-defect continuous
real-time data delivery to the server systems and/or product systems.
All real time data must be available on a line by line basis to the
server and/or product systems within less than one minute of ingest. 7)
The ingest system must provide further capabilities to service
additional "on-demand" non-standard requests for real-time data access,
subsectors, and remaps originating from either multiple server or
client McIDAS systems while meeting the same data timeliness and data
quality requirements stated above. 8) The ingest system will provide
wholly independent startup/stop; logging; and data processing for
Imager and Sounder instruments. Sectors defined for each configurable
product suite will allow for user definable, multiple, consecutive and
non-consecutive file ranges, as well as multiple directory
destinations on: local hard drives, server system, and/or workstations.
9) The ingest system will provide advanced real-time graphical user
interfaces (GUI) and system utilities that permit tunable on-line and
off-line: sector configuration, monitoring, display, reporting, and
enhanced error correction for ingested imagery. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation. Solicitation No. 52-DDNE-8-00136 is issued as a
non-competitive RFP. The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-05. The following items are being procured: SSEC Desktop
Ingestor (SDI) Software for GVAR Data Ingest (3), SDI Hardware System
Part #6450-685-SYS (6), SDI Clock/Data Interface Card Part #6450-685
(3), SSEC NRZ Converter (1), and SDI McIDAS-XSD Support (1). Warranty
is 12 months. Delivery is 30 days ARO, FOB Destination at DOC/NOAA,

items within the time period required shall respond by submitting a
written narrative statement of capability, including detailed technical
information and other technical literature demonstrating the ability to
meet the above requirement, within 15 days of this notice, to the above
address. The response must be sufficient to permit agency analysis to
establish a bonafide capability to meet the requirements. It is
required that pricing data be included as part of the response,
