The Dahlgren Division of the Naval Surface Warfare Center, Dahlgren, VA, is seeking qualified minority business enterprise sources who are certified under the 8(a) program for SIC code 8711. A five year, cost plus fixed fee contract is anticipated to provide support for all NSWC frequency management programs. Specialized experience is required with the Automated Spectrum Planning, Engineering, Coordination, and Tracking System (ASPECTS), Electromagnetic Compatibility Analysis Program (EMCAP), the Radar Interference Prediction Program (RIPP), the NATO Electromagnetic Operational Program (NEOP), the Electromagnetic Environment Monitor (EMEM) program, the Electromagnetic Compatibility Engineering Program (EMCEP), the Joint Maritime Command Information System (JMCIS) EMCAP module, the Joint Spectrum Management System (JSMS), SPECTRUM XXI, and the EMCAP Spectrum Occupancy Program (ESOP). Technical capability statements should be submitted showing corporate experience in these disciplines, experience and qualifications of senior technical management and engineering staff who could manage this type of direct fleet support contract. Capability statements will be evaluated on the strength and experience of the proposed technical management and engineering personnel, corporate experience in contract management of a large, multi-year contract, and knowledge of military electromagnetic compatibility programs and technical directives.
