Agency's (EPA), National Health and Environmental Effects Research
Laboratory, Research Triangle Park, NC intends to award a purchase
order on a sole source basis to North Carolina State University (NCSU)
in Raleigh, NC for the purchase of services. Services shall be
provided for the computational fluid dynamics (CFD) modeling and
characterization of the air flow through the Rochester human exposure
chambers located at EPA's Human Studies Facility (HSF) in Chapel Hill,
NC. The EPA believes NCSU is the only known source capable of meeting
our needs for the following reasons: NCSU has performed all previous
computer modeling of the HSF chambers and thus, has unique knowledge of
their design and operation not available to other sources. NCSU is the
only known source that can provide the modeling results on a
quick-response basis within the timeframe required by the EPA. The
contractor shall perform the following three tasks: (1) Establish
complete similarity between the scale model and Chamber 1; (2) Continue
computer simulations of air flow and trace gas mixing in a typical
small Rochester chamber (Chamber 3) to determine the effects of
different chamber inlet velocity profiles due to flow redirection
devices (FRDs); and (3) Prepare a comprehensive report summarizing the
modeling results. The period of performance is a total of 180 days
from date of purchase order. The US EPA anticipates awarding a
firm-fixed price purchase order. The SIC code is 8731 with a size
standard of not more than 500 employees. The Request for Quotation
(RFQ) is expected to be issued on or about 8/4/98 with a quotation due
8/11/98. Response to this synopsis must be in writing and must
demonstrate ability to accomplish tasks described above. Submit
