Renovation Department of Veterans Affairs Medical Center, Dayton OH
anticipates issuing an Engineering Services contract to acquire design
and construction period services for a domiciliary renovation project.
Provide complete design drawings and specifications for projects to
renovate Building 410, first and second floors, for domiciliary patient
occupancy, and to renovate Building 320, PODS A, B, D, and E for
nursing home patient occupancy at the Department of Veterans Affairs
Medical Center, Dayton, Ohio. Project phasing between the two buildings
will be determined by the VA. Building 410 Construction includes the
following: Renovate approximately 25,000 square feet of space to
convert from nursing home space to a domiciliary. Some bathrooms will
be needed to be added, and privacy issues will need to be addressed.
Bathtubs in the building (first and second floors) will be converted to
showers. There will be a minimal amount of space renovation necessary,
however, most spaces will need new paint, wall covering, and/or
flooring. Colors and styles shall be selected by the A/E, coordinated
with the VA. Existing utilities (electric, plumbing, steam and
condensate piping, and sanitary piping) shall be evaluated and written
recommendations provided regarding re-use versus replacement. Also, an
investigation shall be performed to evaluate the cost effectiveness of
adding central air conditioning to the building. Total square feet of
affected area is approximately 25,000 square feet. Building 320
construction includes the following: Renovate approximately 130,000
square feet of space in PODS A, B, D, and E. Oxygen, air and vacuum
systems shall be installed in all patient rooms. Handrails and bumper
guards shall be installed in all corridors. A nurse call system is to
be installed in PODS A, B, and D, each POD independent of the other.
Within each POD, nurse call is to be in each bedroom, with emergency
cords in the bathrooms and a central station placed at each nurses
station. A moderate security system will be installed in all patient
areas to ensure that patient wandering beyond appropriate spaces does
not take place. There will be a minimal amount of space renovation
necessary, however, most spaces will need new paint, wall covering,
and/or flooring. Colors and styles shall be selected by the A/E,
coordinated with the VA. Bathtubs shall be converted to showers in
patient rooms. POD E will need renovation in order to accommodate a
variety of support services, most notably Dental and Rehab Medicine.
The engineering firm selected for this project will be required to
furnish design services including design concepts, tentative design,
working drawings, construction cost estimate and specifications. The
selected firm will also provide construction period services which
include, site visits, and the review of shop drawings, samples,
equipment, data, and related documents. Please be advised that this is
not a request for proposal. Firms within a 100 mile radius of Dayton,
Ohio are encouraged to submit Standard Forms 254 and 255 by close of
business 8/24/98. Selection will be based on (1) Team proposed for this
project -- Background of the personnel, Project manager, other key
personnel, and consultant(s); (2) Proposed Management Plan -- Team
organization for design phase and construction phase; (3) Previous
experience of team proposed for this project -- Describe projects; (4)
Location and facilities of working office(s), i.e., Prime firm, and
Consultant(s); (5) Proposed design approach for this project --
Proposed design philosophy, Anticipated problems/solutions, Energy
saving applications, and innovative approaches to design/construction;
(6) Cost Control -- What control techniques are planned?, Who will be
responsible for cost control?, and Review recent projects to
demonstrate ability to meet project cost target and any additional
construction costs caused by design deficiencies -- not program
changes; (7) Estimating Effectiveness -- Review ten most recently bid
projects to demonstrate estimating effectiveness; (8) Schedule Control
-- Techniques for assuring that schedules are met?, and A review of
recent projects to demonstrate ability to meet project schedules; (9)
Describe Your Experience and Capabilities in the Following Areas --
