Department of State, National Visa Center, 32 Rochester Avenue,
Portsmouth, New Hamsphire has a requirement for contractual services
for domestic processing of immigrant visa petitions. The Contractor
shall process Immigrant Visa (IV) petitions, including petitions for
asylees and refugees following-to-join and for fiancee cases where the
applicants live in countries where there is no visa processing
("homeless cases"). The services include all activities associated with
the processing of visas as well as operating and maintaining of all
automated systems in use at the National Visa Center (NVC). IV
petitions are received from Immigration and Naturalization Service,
offices and diversity visa applicants. The Contractor shall furnish all
services, qualified personnel, and materials to perform the work.
Currently, IV petition processing takes place overseas in U.S. consular
sections and domestically at the NVC in Portsmouth, New Hampshire.
Together, they are responsible for processing IV petitions,including
but not limited to, collecting, reviewing, and maintaining all
documentation relevant to the IV process; generating all
correspondence; initiating all background checks; conducting all
interviews; and issuing or refusing visas. The performance of the work
for this procurement will take place at the NVC. The contract type
contemplated is an Indefinite Delivery, Indefinite Quantity for a
period of 1 base year and four, 1 year option periods. The Government
