Souders (301)713-0854 R -- The U.S. Dept. of Commerce/ITA/SABIT is
developing several programs to train approximately one hundred (100)
technical and regulatory experts from Russia and other New Independent
States of the former Soviet Union (interns) in the areas of U.S.
Government and private sector processes and procedures for standards
development, conformity assessment and quality management in the
following sectors and/or regions: quality management in manufacturing,
oil and gas, and two sectors TBA for Central Asia. The Training
Program will consist of six (6) complete Training Sessions with
approximately twenty (20) interns each. The Training Sessions will be
approximately eight (8) weeks long with the Dept. of Commerce providing
the first two (2) weeks of orientation and training for each of the
Training Sessions. SABIT requires the services of a contractor to serve
as Program Coordinator for the SABIT Training Program. The Program
Coordinator shall be responsible for recruiting companies to provide
the remainingsix (6) week portion of the Training Sessions for each
group, overseeing training and program development with each private
sector organizations that hosts any of the six (6) Intern groups (Host
Firms). The Program Coordinator shall be responsible for
Implementation of the Training Programs as stated in specific tasks set
forth in the Statement of Work (SOW). Period of Performance: Sept. 15,
1998 through Sept. 14, 1999. Applicants must meet the following
Qualification Requirements: 1) Knowledge of history, government,
demographics, and politics of the former Soviet Union; 2) Ability to
communicate, both orally and in writing, in Russian; 3) Ability to
perform liaison functions among various organizations involved in the
programs; 4) Strong organizational skills, in particular ability to
organize, plan and coordinate logistics associated with a group of 20
interns, including arranging ground transportation, lodging, and
domestic air travel if necessary; 5) Strong administrative skills; 6)
Strong inter- cultural communication skills; 7) Strong public speaking
ability. This will be a "Best Value" Firm Fixed Price Award with due
consideration given to price, approach, and past performance. Quality
of approach and past performance are considered to be more important
